Special Prosecutor Investigates Former Intelligence Commander Roh Sang-won Regarding North Korean Foreign Exchange Suspicion

The special prosecutor's team for martial law summoned and investigated Roh Sang-won, former commander of the National Intelligence Agency, on the 4th as part of its probe into foreign exchange suspicions related to the December 3 emergency martial law.


The special prosecutor's team is questioning the former commander, who is currently detained on charges of conspiring to impose martial law as a civilian, as a witness since this morning.


It is understood that the special prosecutor's team will focus on questioning former commander Roh Sang-won about allegations that former President Yoon Suk-yeol and former Defense Minister Kim Yong-hyun attempted to provoke a war or armed conflict by inducing North Korean attacks through methods such as incursions by North Korean drones, in order to create a justification for the declaration of emergency martial law.


In connection with this, the special prosecutor's team reportedly conducted an on-site investigation recently into a shaman, identified only as Ms. Lee, known as 'Bidana-ssi,' whom former commander Roh visited several times before the martial law.


Previously, phrases such as 'Induce Northern attack near the NLL (Northern Limit Line)' and 'Trash balloons' were found in a notebook secured by the police belonging to former commander Roh, raising suspicions that he, along with former Defense Minister Kim Yong-hyun and others, may have conceived a 'North Wind operation.'


Based on the contents of the notebook, the special prosecutor's team is expected to investigate the specific meaning and circumstances of the memo's creation, as well as whether he discussed operations against North Korea with former President Yoon or former Minister Kim.


The investigation also includes whether former commander Roh has any connection to the incident last November where two intelligence agents, while attempting to contact the North Korean Embassy in Mongolia, were apprehended by Mongolian intelligence agencies while conducting operations targeting Mongolian officials.


Moon Sang-ho, former commander of the Intelligence Agency at the time, is accused of conspiring with Roh Sang-won, a civilian, to form a second investigation team to probe allegations of electoral fraud, and of providing agent personal information and receiving instructions. Yonhap News
