President Donald Trump officially signed the bill ending the partial government shutdown of the Department of Homeland Security on Thursday afternoon.
This marks the official end to the 76-day partial government shutdown, securing funding for relevant agencies until the end of the fiscal year.
The House of Representatives had previously passed a continuing resolution (CR) for the Department of Homeland Security through a voice vote, with members unanimously voting "aye."
According to Politico, the passed bill funds several agencies, including the Coast Guard, Transportation Security Administration (TSA), Secret Service, Federal Emergency Management Agency (FEMA), and the Cybersecurity and Infrastructure Security Agency (CISA).
The bill does not include funding for Immigration and Customs Enforcement (ICE) or the Border Patrol. Republicans plan to develop a compromise to approve funding for these agencies separately during the remainder of President Trump's term.
The Senate had previously passed the Department of Homeland Security's annual budget, which included non-controversial funding for the TSA, Coast Guard, FEMA, and Secret Service (SS) on March 27. However, House Republicans had rejected it, citing the absence of funding for ICE and the Border Patrol under Customs and Border Protection (CBP).
Republicans plan to develop a compromise to approve funding for these agencies separately during the remainder of President Trump's term.
By utilizing the budget reconciliation process, the Senate can bypass the 60-vote threshold required for a filibuster and pass the budget without Democratic support.
The Department of Homeland Security shutdown did not significantly affect these agencies, as funding for ICE and CBP was included in the One Big Beautiful Bill (OBBB).
Democrats attempted to secure policy concessions from the administration by presenting ten demands during the DHS shutdown process but were ultimately unsuccessful in achieving their objectives.
While the Trump administration and Republicans may boast of a political victory over the Democrats, Democrats might claim their own victory in that this process led to the first resignation of a cabinet member, former Secretary Kirstjen Nielsen, from the administration.
