The U.S. Department of Justice announced on Thursday, the 7th, that a federal grand jury has indicted 11 members of an international drug trafficking organization for smuggling methamphetamine and GBL (gamma-butyrolactone) from South Korea and California and distributing them in the Washington D.C. area.

This case is noteworthy as it marks the first confirmed instance of a South Korean "Class 1 synthetic drug substance" being systematically exported overseas and distributed through an international drug network linked to cartels.

GBL is a precursor chemical used to manufacture "date rape drugs" (GHB), commonly known as "water뽕" (mulppong).

According to South Korean police, this smuggling network was directly connected to transnational criminal organizations (TCOs) linked to Mexican cartels operating within the United States.

These organizations have been active since at least January 2023 and up to April 2026. After tracking their supply chain, financial flows, and international shipping routes for over three years, U.S. investigative authorities executed large-scale arrests in two phases on April 29, 2026, and May 7, 2026.

On April 29, 2026, authorities arrested eight individuals operating with a base on the East Coast and executed search warrants across eight federal judicial districts, including the District of Columbia, District of Maryland, Eastern District of Virginia, Eastern District of Pennsylvania, Southern District of New York, Eastern District of New York, Northern District of New York, and Southern District of Florida.

On the morning of May 7, 2026, authorities arrested two individuals residing in California and executed two additional search warrants within the jurisdiction of the U.S. District Court for the Central District of California.

During these two enforcement actions, law enforcement agencies seized approximately 7.5 kg of methamphetamine, approximately 24 kg of GBL, other narcotics including cocaine and pills, and over $150,000 in cash.

Additionally, according to the Department of Justice, in South Korea, businessman and exporter Sohyeon An was arrested for allegedly exporting a massive amount of GBL to Australia, Europe, and the United States, along with four accomplices who aided him, bringing the total number of arrests in South Korea to five.

Throughout the entire investigation and prior to dismantling the organization, authorities seized over 35 kg of high-purity methamphetamine. Agents recovered approximately 800 kg of GBL in the U.S., marking one of the largest GBL seizures on the East Coast.

In South Korea, over 1.5 tons of GBL were seized, also representing the largest domestic seizure of narcotics recorded in South Korea.

U.S. investigative authorities traced the supply chain all the way to Seoul.

GBL was seized by investigators at New York John F. Kennedy International Airport and in Seoul, South Korea.

In a press release, the Department of Justice stated that this operation was part of the Homeland Security Task Force (HSTF) plan, established under Executive Order 14159, "Protecting Americans from Aggressors." The HSTF is a cross-governmental collaboration aimed at eradicating criminal cartels, foreign gangs, transnational criminal organizations, and human trafficking organizations operating within and outside the United States.

Through sustained interagency cooperation, the HSTF mobilizes the full capabilities of U.S. law enforcement agencies to detect, investigate, and prosecute all crimes committed by these organizations, focusing on those that cause violence and instability in the U.S. In particular, the HSTF prioritizes investigating and prosecuting individuals involved in child trafficking or child-related offenses.

It is expected that U.S. prosecutors and federal investigative agencies will continue to pursue the entire transnational drug network, connecting the supply chain in South Korea with distribution organizations in the U.S., rather than concluding this case as a one-off bust.
