On May 16th, amidst an early heatwave, a rally for "The Eradication of Election Fraud and the Defense of Liberal Democracy" was held at Seoul Station Plaza. A large number of participants, including members of conservative groups such as the National Movement Headquarters for Verification of Election Servers (Server-kka), retired generals, and ordinary citizens, attended the event. 

Ahead of the upcoming June 3rd by-elections, the day was dedicated to strongly criticizing suspicions of election fraud in past elections and urging comprehensive monitoring and systemic improvements for fair elections. 

Proposing 'Tips to Prevent Election Fraud' for the June 3rd By-election

Dr. Jang Jae-eon provided concrete operational response strategies to prevent election fraud to candidates, including independent candidate Kim Hyun-tae, a junior from Korea Military Academy in Incheon's Gyeyang-eul constituency, as well as youth candidates in their 20s and 30s, and candidates for the Seoul Superintendent of Education.

Dr. Jang emphasized the following points as strong measures to prevent election fraud. 

First, completely reject early voting and participate in in-person voting. In an interview with Hanmiilbo, Dr. Jang stated, "It is a well-known fact that early voting is more vulnerable to manipulation than in-person voting." He firmly asserted, "Given that most suspicions of election fraud so far have been related to early voting, it is essential to participate in in-person voting to prevent election manipulation and ensure the integrity of the vote."

The period between early voting and the in-person voting day, when ballot boxes are stored, is typically 4-5 days. According to testimonies and records from election monitoring groups, there are traces of ballot boxes being swapped or seals being replaced during this period. In particular, for absentee early voting, the process of delivering early ballots cast in other regions to the relevant election commission via post office is opaque, making it difficult to prevent manipulation. 

Dr. Jang pointed to statistical anomalies, stating, "The significant difference in vote share by party between early voting and in-person voting, or the phenomenon of the same vote share being repeated in certain regions, suggests suspicions of computer manipulation." He further explained that malicious code could be embedded in electronic equipment such as ballot sorting machines to manipulate numbers in real-time. 

Dr. Jang Jae-eon is a first-generation expert in computer science in Korea. Having quickly earned the title of the first Korean Military Academy graduate to obtain a Ph.D. in Computer Science from the United States, he earned master's and doctoral degrees in computer science from the U.S. Naval Postgraduate School and the University of Oregon, respectively, institutions typically attended by elite science graduates among high-ranking officers. He is a rare engineering talent among Military Academy graduates and was instrumental in laying the foundation for the computer systems of the Defense Security Command, the cradle of military intelligence. 

Upon his return to Korea, he served as the head of the accounting department at the Defense Security Command and, immediately after his retirement as a professor at the National Defense University, he discovered suspicions of election fraud during the April 15th general election in 2020, subsequent local elections, and the presidential election. He then formed the National Movement Headquarters for Verification of Election Servers (Server-kka). 

True to its name, 'Server-kka,' he strongly advocates for the necessity of verifying the National Election Commission's computer systems and has been campaigning for the disclosure of the Central Election Commission's servers and forensic investigation. 

Dr. Jang stated, "24-hour real-time surveillance of early voting ballot box storage locations is not perfect," and warned, "Fraud can easily occur in the absence of observers."

From this perspective, he emphasized that "voting and counting on the same day" is the safest method to minimize opportunities for manipulation and recommended participating in in-person voting instead of early voting. 

Verify Voter Rolls and Ensure Personal Seal of Early Voting Manager

The second guideline is the thorough verification of voter rolls. Dr. Jang stated that voter rolls obtained from the National Election Commission should be meticulously examined for fictitious voters aged 150 or 200 and for any illegal registration of foreigners (such as Chinese citizens). 

The third is to strictly ensure the personal seal (wooden stamp) of the early voting manager. Dr. Jang strongly urged that a genuine personal seal of the public official, not a printed stamp, must be used, and legal action should be taken if this is not complied with. 

He also argued that if "brick ballots" with no ink stains or clear printed marks are found during the counting process, the counting should be immediately suspended, and the ballots should be invalidated. 

Citing the results of the Incheon Gyeyang-eul election during the last general election, he claimed, "In that election, conservative candidates won in 4 out of 6 districts during in-person voting, but over 10,000 votes were overwhelmingly cast in early voting, resulting in the election of a 'fake congressman'." He asserted that this was a clear 'receipt of election fraud' that violated mathematical and statistical principles. 

"Lawyers Must Be Assigned to Election Commission Observers"

Recently, Dr. Jang Jae-eon has been engaged in legal battles with reporter Lee Sang-ro, known for his exposé journalism.

He announced, "Reporter Lee Sang-ro and I are filing complaints with international intelligence agencies (CIA, Mossad) and domestic judicial institutions against the judges who presided over 12 election commissions nationwide where a large number of 'brick ballots' were found, as well as all 9 committee members who signed the vote counting tally sheets." 

Dr. Jang explained, "Signing the document means taking responsibility for the criminal outcome," and stated that this is sufficient grounds for judicial judgment. 

Furthermore, he strongly proposed, "The ruling party and conservative candidates should abandon their arrogant stance of watching the vote count on TV from home and actively participate at the counting sites." He also urged, "A large contingent of right-wing lawyers, including the legal team for President Yoon Suk-yeol's impeachment trial, must be deployed among the vote counting observers." 

The logic behind this is that if illegal ballots are found on-site, lawyers must directly obtain the personal information of the counting staff and election commissioners and issue legal warnings to halt fraudulent counting. 

Sent Video on '99 Spies' to Trump

Recently, Dr. Jang Jae-eon collaborated with the Hanmiilbo YouTube team to produce an English video, which he sent to President Donald Trump via a personal contact, requesting verification of the facts.

This video thoroughly examined the claim of a "Korea-U.S. joint operation" on the day of the "99 Spies incident," an issue first raised by reporter Huh Gyum (now CEO of Hanmiilbo) in the January 16th issue of Sky Daily last year, based on CCTV footage from the Agricultural Museum. 

The video plausibly addresses the "arrest of 99 spies" that occurred at the "Central Election Commission's Suwon Election Training Institute, 2nd Dormitory (Foreigner Dormitory)" on December 3rd, 2024, following President Yoon Suk-yeol's declaration of a December 3rd emergency martial law. 

The most definitive scene suggesting a Korea-U.S. joint secret operation is the police cars and martial law troops blocking the entrance to the road leading to the foreigner dormitory (2nd dormitory). The 2nd dormitory is surrounded by mountains, with only one access road. On the morning of the 4th, 3-4 individuals in police cars and martial law uniforms were blocking this access road and carrying out an operation. 

Other circumstantial evidence includes scenes of people walking with a man in front of them, bound by what appears to be handcuffs; a man being apprehended with his hands tied behind his back; a man with what appears to be a gun observing them from a distance; and various forms of evidence such as the metallic head coverings worn by men inside a bus. 

Most significantly, the U.S. military bus (Universe Express Noble), donated by Hyundai Motor Chairman Chung Mong-koo to the U.S. Forces Korea, suggested that this operation was a joint Korea-U.S. operation. 

Dr. Jang explained, "The beige and green limousine buses were two vehicles donated by Hyundai Motor Chairman Chung Mong-koo to the U.S. military in 2010 as a token of gratitude to the U.S. Forces Korea for their efforts toward peace and prosperity on the Korean Peninsula," and added, "It is natural for the U.S. military to drive a U.S. military bus." 

Began Asphalt Movement After Observing Violations of the Law of Large Numbers

As revealed, Dr. Jang began his asphalt movement in earnest after the April 15, 2020 general election. As an expert, he recognized the discrepancy between early voting and in-person voting results and initiated the Server-kka movement after perceiving it as an "abnormal phenomenon violating the law of large numbers."

"When the sample size is sufficiently large, the results of early voting and in-person voting should show similar distributions. However, the vote distribution patterns observed in the general elections since 2020 are statistically unexplainable. In particular, the results of in-person voting and early voting in the Gangseo-gu District by-election, the 22nd general election, and subsequent presidential elections showed an excessive divergence." 

It was evident to anyone that there was a possibility of computer manipulation. In response, he continued to hold various rallies and press conferences, demanding forensic investigation and data disclosure of the Central Election Commission's servers. He also argued for the urgent introduction of an "Election Oversight System" composed of IT experts. 

"The government must oversee the computer operating system programmed for early voting. A week would be sufficient. We should recruit 10 IT auditors, with 30-year-old computer prodigies recruited nationwide. Information system audits can be conducted simply through a notice from the Ministry of the Interior and Safety. There is no need for prosecutorial investigation or search warrants." 

However, the government and the Election Commission are not doing this seemingly simple task. 

"I felt from the beginning that the April 15, 2020 general election was manipulated, and I thought former National Assembly member Min Kyung-wook and lawyer Park Joo-hyun would reveal it through legal battles. But seeing that the proof through court rulings was repeatedly blocked due to the 'foxes guarding the henhouse' (meaning the courts and the election commission are in cahoots due to the structural limitation where judges serve as chairpersons of the city/district/county election commissions), I decided I had to step up." 

He also stated, "The government funded my studies in the United States, allowing me to earn degrees in this field and become a university professor. I must not forget my gratitude to the country, which is why I stand on the asphalt, whether under the scorching summer sun or the bitter winter cold." 

He is currently continuing his rallies not only at Seoul Station Plaza but also in front of the Association of World Election Bodies (A-WEB) in Songdo, Incheon, and in front of Miro Systems in Seongnam, Gyeonggi Province. 

Finally, Dr. Jang asserted, "Ensuring transparency in the election system is the core of democracy, and without the verification of election data, it is difficult to regain public trust." 

He further emphasized, "To prevent election fraud, political resolve and persistent citizen vigilance are necessary." At the same time, he pledged his support for President Yoon Suk-yeol's decision to save the nation and vowed not to cease his struggle on the asphalt until the president returns to his rightful place.
