This is an unprecedented catastrophe in constitutional history. An election was suspended due to a shortage of ballots, and the vote counting was also halted, resulting in a disaster of unimaginable proportions. 

At a time when public distrust in fraudulent elections has reached its tipping point, the National Election Commission (NEC), which bears overall responsibility for election management, abandoned even the most basic task of 'ballot supply and demand,' leading the election itself into chaos. 

This is not a mere administrative error. It is a direct challenge to the sovereign citizens, a violation of democracy that has trampled on the people's right to vote, and a crime that has shaken the foundation of the nation. We, the citizens' and social organizations, and the people, hereby declare this election, which has lost its legitimacy, to be unequivocally 'invalid,' and in the name of the indignant public sentiment, we strongly condemn it as follows:

1. This election, which violated the Public Official Election Act, is fundamentally invalid!

Article 1 of the Public Official Election Act stipulates that "elections shall be conducted fairly through the free will of the people and democratic procedures." Furthermore, Article 151 mandates that the NEC has a thorough duty to manage ballots in accordance with the number of voters. Therefore, there is no room for excuses for being unable to vote due to a lack of ballots. This election is legally and fundamentally invalid!

2. Declare the election fundamentally invalid and conduct a new vote!

The instances of fraud revealed during the vote counting process of this election demonstrate the arrogant attitude of the NEC, which has disregarded the public's outcry about irregularities and deficiencies in election management.

The results of an election that has lost its procedural legitimacy can never be tolerated. Cease all deceptive tactics aimed at obscuring the essence of the situation immediately. The only legal solution to resolve public suspicion and rectify the collapsed constitutional order is a 'comprehensive re-vote.' 

3. Dissolve the National Election Commission, the hotbed of incompetence and deficiency, immediately!

The NEC, which has failed to predict even the most basic ballot quantities while spending public funds, has lost its reason for existence. The NEC, which has provoked distrust through complacency and incompetence despite concerns of fraudulent elections, is the primary culprit in the destruction of democracy. The current NEC must be dissolved immediately and reorganized into a nationwide election management body. 

A resolute demand from the solidarity organizations of the Federation for Free Democracy

First, the government and the NEC must immediately declare the invalidity of this election and conduct a comprehensive re-vote at once!

Second, all members of the Central Election Commission, including the Chairperson, who neglected their election management duties and caused constitutional paralysis, must apologize profusely and resign immediately!

Third, the judicial authorities must immediately investigate whether there was an intentional conspiracy of fraud behind the ballot shortage incident!

We warn you. If our legitimate legal demands are refused and attempts are made to gloss over the issue, we, the civic organizations and the entire nation, will exercise our right to resistance on a grand scale in accordance with the spirit of the Constitution. We sternly warn that we will wage a total struggle against the incompetent and corrupt NEC and regime, and embark on a national salvation struggle to re-establish a free Republic of Korea.
