However, this explanation was made a few hours before the announcement of the signing plan and is based on a draft, so the content may differ from the final agreed-upon document.
Furthermore, as it is solely based on Iran's interpretation, there is a potential for conflict with the US interpretation in the future.
The English version of Iran's semi-official Mehr News Agency released on June 14 at 4:44 PM Tehran time (10:14 PM Korean time) contained explanations of the MOU draft, conveyed by Mohammadi, identified as the "strategic advisor to the chief negotiator of the Iranian team."
Although the article only names the source as "Mohammadi," circumstantial evidence suggests it refers to an individual known as "Mehdi Mohammadi."
He serves as the strategic advisor to Mohammad Bagher Ghalibaf, the Speaker of the Iranian Parliament and the chief negotiator for Iran.
According to Mehr News Agency, Mohammadi detailed the 14-item draft agreement in an audio file.
He emphasized that the Islamic Republic of Iran currently provides various services in the Strait of Hormuz, including safety, navigation, and security, and collects fees for these services. "The right to collect these fees belongs exclusively to Iran and Oman, and no other party has the authority to make decisions in this regard," he stated.
He added that this system is already in place and will remain unchanged regardless of any future agreements.
According to Mohammadi, the first article of the draft stipulates that the current war must cease on all fronts, including between Iran and Lebanon.
Following this, the opposing side must pledge not to initiate any new wars or military operations.
Mohammadi added that the United States has agreed to provide these assurances on behalf of itself and Israel, and that upon signing the agreement, the opposing side will be immediately obligated to end the war.
He claimed this is a tremendously significant achievement and a sign of the opposing side's failure in the war, explaining that the opposing side did not enter the conflict with the intention of ending the war in the first place.
He stressed that this marks the first time in history that the Islamic Republic of Iran has compelled the United States to provide guarantees on behalf of Israel.

Mohammadi emphasized, "Americans have never accepted such an agreement before. The long-standing joint strategy of the US and Israel was that the US government would sign the agreement, but Israel would act outside that framework and maintain its freedom of action. In this document, we did not allow that."
He also emphasized that Iran's commitments would be reciprocal.
"If they (the US side) do not fulfill their obligations, neither will we. The strait will continue to be blocked, we will not move to the next stage of negotiations, and if necessary, we will engage in war. They are well aware of this fact," he stated.
Regarding the US naval blockade of Iran, Mohammadi said that the lifting of maritime restrictions and the prevention of any interference with Iranian shipping should commence immediately upon signing the agreement.
He explained that through this process, shipping activities should be restored to their pre-blockade levels within 30 days.
He also addressed the proposed development and reconstruction fund, valued at $300 billion (455 trillion won).
He explained that the term 'reconstruction' is used in the document, meaning the restoration of damages caused by the war.
"Although the word 'compensation' is not explicitly mentioned, it is clear that when the other side talks about reconstruction, it refers to compensation for the damages Iran has suffered during the war," he asserted.
He further stated that this is the first time that the US has committed in a final agreement to lift not only secondary sanctions but also primary sanctions, saying, "Such a promise has never existed before."
Mohammadi mentioned that comprehensive sanctions relief would not be implemented until the second phase of negotiations is reached.
He also emphasized that the opposing side's demands regarding Iran's nuclear program are currently limited to highly enriched nuclear material, and no discussions are underway regarding other aspects of Iran's nuclear activities.
Although not mentioned in Mohammadi's explanation, Iran's previously claimed draft agreement included provisions excluding Iran's missile program and proxy forces, which Israel has considered major issues, from the negotiation agenda.
Mohammadi said, "There is a sentence in the document that allows for discussions on other nuclear issues, but discussions are only possible if both parties agree."
"If the other side attempts to raise new issues, they must first obtain our consent before any discussion. Naturally, the Islamic Republic will not accept all subjects. Without mutual consent, there are no negotiations," he stated.
He added that even if both sides reach a final agreement, Iran's obligations will be limited to a promise not to build nuclear weapons and to resolve the issue of the stockpile of 60% enriched uranium through the formula proposed by Tehran.

In this context, Mohammadi mentioned that nuclear material 'dilution' is being discussed, adding, "Even if the material is diluted, it will remain domestically and can be restored to higher enrichment levels in a short time if necessary."
He explained that there are no immediate nuclear-related measures that Iran must take under this MOU.
"Everything has been postponed to the future. First, we need to see if the other side lifts the blockade, releases the frozen assets, suspends oil sanctions, and ends the war in Lebanon. If these things happen, then we can consider the next steps," he said.
Mohammadi also stated that under this agreement, the US must withdraw its troops from the region surrounding Iran within 30 days. "Imagine the significance of the US writing and signing a promise to withdraw its forces from Iran's vicinity. The achievement is immeasurably valuable," he said.
Regarding sanctions relief, Mohammadi reiterated that the MOU draft includes a commitment from the US to lift not only secondary but also primary sanctions upon reaching a final agreement.
He explained that in previous agreements, including the 2015 nuclear deal, many types of sanctions were not discussed in the negotiations. In contrast, under the current MOU draft, the lifting of all sanctions is included in the scope of discussion.
However, Mohammadi pointed out that the implementation of these measures depends on reaching a final agreement on the nuclear issue.
Mohammadi's explanation also included some points whose inclusion in the final version of the MOU was uncertain at the time of the explanation.
He said that the demand for the release of half of Iran's frozen assets at the initial stage of agreement implementation is being discussed, and that Iran is striving to secure this promise from the US side.
This statement indicates that it was not yet confirmed at the time of the explanation whether this content would be included in the final MOU that both sides would agree upon and sign.
The draft agreement also included a provision for the implementation of the final agreement, including the nuclear issue, to be supported through UN Security Council resolutions.
