Chinese nationals who illegally entered the United States are obtaining Commercial Driver's Licenses (CDLs) and securing employment in the American trucking industry with the support of networks linked to the Chinese government, The Daily Caller reported on Monday.

The Chinese American Truckers Association of USA (CATOU), a New York-based nonprofit trade organization registered as a 501(c)6, claims to have assisted over 1,000 Chinese students in obtaining their CDLs, with a reported 100% pass rate, according to its business filings, social media posts, and website.

One individual who illegally crossed the U.S. Southern Border posted a video on social media documenting their rapid acquisition of a California CDL after attending classes conducted by CATOU instructors.

The Daily Caller highlighted growing public safety concerns due to truck drivers with unknown criminal and driving histories. These concerns are amplified by CATOU's chairman, Geng Hang, according to the outlet.

Geng Hang has held leadership roles in an organization affiliated with the United Front Work Department (UFWD), a Chinese Communist Party (CCP) intelligence agency, The Daily Caller reported.

Steve Yates, a senior fellow in Chinese and national security policy at the Heritage Foundation, told The Daily Caller, "American citizens did not vote for illegal immigrants to be able to drive large vehicles across America, using California as a gateway. That in itself is a public safety and homeland security concern."

At a time of heightened tensions and conflict between the U.S. and the CCP, Yates questioned, "When you have illegal immigrants being trained, certified, and deployed across our transportation routes, including our interstate highways, that increases national security risks. How can we be assured that this network cannot and will not be used against us?"

According to the Department of Homeland Security, the Trump administration increased scrutiny of the trucking industry following a fatal accident in Florida in August 2025 involving an immigrant truck driver with a California CDL.

The truck driver was reportedly charged with three counts of vehicular homicide, and a preliminary investigation by the Department of Transportation (DOT) revealed that he "did not speak English."

"These guys are already here, and they're working. No matter how many trucks or drivers you impound, they just get hired somewhere else. Unless you go after the companies and the company owners directly and prevent them from coming back," Justin Martin, a 15-year veteran of the trucking industry, told The Daily Caller.

According to The Daily Caller, CATOU chairman Geng has worked as a public servant for various entities that promote Chinese influence and intelligence-gathering activities in the U.S., and he is listed as vice president on the website of the American Shaanxi Provincial Chamber of Commerce (ASGCC), a New York-based nonprofit organization.

ASGCC operates as a "sister association" to the China Overseas Friendship Association (COFA) under the United Front Work Department (UFWD) and a branch of the Shaanxi Provincial Department of Commerce. ASGCC has held multiple meetings with Chinese government officials, including hosting delegations from the Shaanxi Provincial Government and the COFA in June 2009 to discuss Chinese investment in the U.S.

Chairman Geng presented a bouquet of flowers to the head of the delegation at an airport, and ASGCC members later boosted the morale of officials by singing songs like "Nanniwan," which honors the CCP and the Chinese military, Chinese state media reported.

"We are gradually handing over the entire trucking industry to foreign powers," Gord Magill, a trucking industry journalist, told The Daily Caller.

Magill believes, "Foreign companies are fully aware that they are providing opportunities for American companies to extract and rake in value in the United States by engaging in wage arbitrage and wage suppression against their own citizens. They have a kind of strategic advantage that comes from knowing exactly how our transportation system works, and they are using that to their advantage at the expense of American jobs and the safety of American drivers."
