The core issue of this negotiation is the 'U.S. demand for a $350 billion cash prepayment.' Hanmi Ilbo has confirmed that there was a linguistic trick hidden within this.

However, the South Korean government changed it to 'demand for cash payment,' creating a pressure that did not exist, and is now packaging it as 'negotiation achievement.'
◇ Beginning (起)... Currency Swap and the Emergence of 'Cash'
In mid-September 2025, the South Korean government proposed a limitless currency swap agreement with the United States. This was at a time when foreign exchange market instability was escalating and the won-dollar exchange rate had surpassed 1,400 won.

As of September 22, search volume for 'currency swap' increased by 482% compared to normal times, and 'cash investment' by 670%. The combined keyword 'currency swap + cash' surged tenfold in just 24 hours. This was four days earlier than Trump's 'up front' statement (September 26).
In other words, the 'cash payment controversy' was a frame that originated internally in South Korea, not from the U.S.
This expression gave the impression of a U.S. 'cash demand,' and the government immediately established a political safety net to shift the responsibility for negotiation failure to the U.S. side under the pretext of "cash burden is impossible."
In essence, the frame of 'cash payment impossible -> possibility of foreign exchange crisis' was a hypothetical scenario created by the South Korean government from the outset.

In other words, the 'cash show' was not a linguistic mistranslation but a structural manipulation.
This suggests that the 'cash show' was likely a manipulation led by domestic politics, rather than a frame created by the U.S. and foreign media.
◇ Turn (轉)... The 'False Achievement' Carried to the National Assembly
On October 13, Bloomberg reported, citing U.S. government sources, "This negotiation is a phased investment plan, not a cash prepayment."
"Officials clarified it would not be a cash-up-front deal but a phased investment plan."
Following Trump, U.S. negotiating officials also officially denied South Korea's 'cash payment' claim.
Nevertheless, on October 14, during the parliamentary audit, Deputy Prime Minister Koo Yoon-cheol stated, "It is a major advancement that we will not have to pay in cash."
In other words, it was a false report that packaged an already clarified issue as an achievement.

This strongly suggests that the parliamentary audit statement was coordinated in advance, like a press briefing.
◇ Conclusion (結)... The 'Cash Show' That Staged False Achievements
Trump's 'up front' still means 'responsible early implementation.' However, the South Korean government changed this term to 'demand for cash payment,' creating a nonexistent demand and staging false achievements.
The frame, which began with President Lee Jae-myung's 'cash' statement, continued through Trump's 'up front,' Wi Sung-rak's 'cash impossible,' and Koo Yoon-cheol's 'achievement report.' Article 152 of the National Assembly Act stipulates a prison sentence of up to 7 years for public officials who make false statements during a parliamentary audit. In cases of false reporting in the economic and diplomatic fields, it can be prosecuted in conjunction with the crime of damaging national credit under Article 17 of the Government Organization Act.
Furthermore, if President Lee Jae-myung's statement in the Reuters interview mentioning "possibility of foreign exchange crisis upon cash payment" is confirmed to have caused market instability, it will be difficult to avoid controversy over violations of Article 8 of the Financial Services Commission Act (Violation of Market Stabilization Obligation) and Article 15 of the Foreign Exchange Transactions Act (Prohibition of Spreading False Information).
