Reports indicate that the US State Department and the Central Intelligence Agency (CIA) have presented different outlooks regarding whether Russia is prepared to engage in negotiations to end the war in Ukraine.
Citing administration officials, the Wall Street Journal (WSJ) reported on the 26th (local time) that the State Department's Bureau of Intelligence and Research (INR) and the CIA submitted conflicting reports on Russian President Vladimir Putin's stance on peace talks.
While the INR questioned Putin's willingness to end the war, the CIA reportedly offered an optimistic assessment of the possibility of negotiations with Putin.
The INR is an agency responsible for collecting and analyzing information necessary for the formulation and decision-making of US foreign policy.
It provides independent assessments based on intelligence gathered by other US intelligence agencies such as the CIA, the National Security Agency (NSA), and the Director of National Intelligence (DNI).
According to sources, the INR presented a negative view on Putin's willingness to negotiate for several months leading up to the US-Russia summit held in Alaska in August.
The INR's analysis was reportedly reflected in daily briefings provided to President Donald Trump.
This is the first time it has been revealed that the State Department has taken a negative stance on Russia's willingness to negotiate.
Indeed, the US-Russia summit in Alaska concluded without yielding the expected results, and efforts towards peace have since been at an impasse.
President Trump recently announced additional sanctions against Russia, judging that Putin had not changed his stance on ending the war.
In particular, after Russia's airstrike on a kindergarten building in the border city of Kharkiv, Ukraine, President Trump stated, "Every time I talk to Putin, we have good conversations, but there's no progress afterward," and canceled his meeting with Putin.
However, it is reported that a negative atmosphere was created within the Trump administration towards the INR, which presented an outlook contrary to other intelligence agencies.
In July, three analysts from the INR's Russia and Eurasia division were dismissed, and another analyst resigned voluntarily.
In addition, the State Department merged its Europe desk and its Russia-related desk, and some Europe-focused analysts were dismissed or reassigned.
The State Department explained this as "measures to reduce redundant work."
Meanwhile, a spokesperson for the DNI stated in a press release, "Diverse perspectives within the intelligence community are essential," adding, "Through debate, we help policymakers accurately perceive the situation to protect the safety and freedom of the American people." Yonhap News
