President Donald Trump signed a continuing resolution on Wednesday night to end the record 43-day federal government shutdown at the White House.

The Senate passed the resolution 60-40 on Monday, and the House of Representatives passed it 222-209 on Tuesday evening.

The resolution extends funding for the entire government through January 30 and extends funding for military construction, veterans affairs, agriculture, and Congress through September 30.

President Trump blamed Democrats for the shutdown by refusing to agree to the continuing resolution (CR) for more than a month and urged voters to remember which party caused the six-week disruption in the upcoming midterm elections.

"The Republicans did not want a shutdown and voted 15 times to keep the government funded," Trump said. As the majority party in the Senate, Republicans hold the power to bring bills to a vote in Congress. The 15 votes show that the Republican Senate leadership tried as hard as they could to reopen the government.

"The shutdown by the Democrats has done tremendous damage," Trump said. "So I want to tell the American people. You must not forget this fact as you approach the midterm elections and other things. Do not forget what they have done to our country."

The resolution will provide back pay to many federal employees and reinstate those furloughed during the shutdown, but it does not include an extension of Obamacare (Affordable Care Act) subsidies, which was a key demand of Democrats during the shutdown.

Democrats sought to lower health insurance costs on the Obamacare marketplace by extending a pandemic-era tax credit that expires at the end of the year, but Republicans countered that it should be postponed as a separate negotiation.

Ultimately, the Republican position prevailed, but only after the government had been shut down and the nation had suffered increasing damage.

"43 days ago, we said through bitter experience that a government shutdown is not effective," said House Appropriations Committee Chairman Tom Cole (R-OK). "A shutdown never achieves the goals you announce. But you know what? You have not achieved those goals yet, and you will not achieve them going forward."

"This fight is not over," said House Minority Whip Hakeem Jeffries. "We are just getting started." He made it clear that Democrats would continue to fight and would not give up, even if the vote results were not in their favor.

Republicans have promised to hold a vote on extending health insurance subsidies by mid-December, but there is no guarantee that negotiations will occur.

President Trump urged Congress to eliminate the filibuster, saying the government should never be shut down again.

"With my signature, the federal government will now resume normal operations, and my administration and my congressional partners will continue their efforts to lower the cost of living, restore public safety, grow the economy, and make America a place where all Americans can live again," the President declared.
