Lawyer Park Ju-hyun (President of the Korea-US Leaders Forum · CEO of Hwanggeumryul Law Firm) recently posted on Facebook a concise summary of election fraud, titled, ‘Election Fraud in the Republic of Korea and the International Manipulation Network: A Final Warning to Sovereignty Reduced to a Shell.’

In this post, he emphasized, “In a democracy, elections are a process, not a result.”

He further stated, “Only when that process is fair, transparent, and open to common sense verification by ordinary citizens does the election outcome become an expression of sovereignty.” He concluded, “This proposition is not a matter of choice for legal professionals, but a prerequisite. When the process collapses, the outcome loses legitimacy, and at that moment, democracy is reduced to a shell.”

He also expressed his regret, stating that the Republic of Korea has been systematically undermined in this most basic principle for several years. “Despite this, the state remained silent, institutions were neglected, citizens who raised issues were branded as conspiracy theorists, and were even investigated and tried.”

Lawyer Park requested a choice, asking, “We can no longer postpone the questions. Will we hold another election while leaving this situation as it is? And will we turn the people into ‘frogs in boiling water’, slowly losing their senses and their sovereignty?”

The following is a verbatim reproduction of the post Park made on Facebook regarding election fraud.

① Structural Link with China – Accumulation of Circumstances Difficult to Dismiss as Coincidence

The issue of election fraud is not merely a domestic political conflict. The first thing that must be addressed is the structural connection with China.

In 2018, among the five politicians introduced in the "World Politicians Introduction" section related to democracy on the National Election Commission's official YouTube channel, three were Chinese politicians.

China is a one-party dictatorial state with no free and democratic electoral system. Nevertheless, the fact that South Korea's election management agency highlighted the Chinese political system in a positive light is not simply a matter of content selection. It symbolically demonstrates the ideological sensitivity and external perception of the Election Commission.

One of those three, Wang Huning, has been publicly identified by John Mills, acting US Deputy Secretary of State and former US National Security Council advisor, as a key figure in South Korean election fraud. This makes it impossible to dismiss the suspicion that the Korean National Election Commission has been under Chinese control for a long time.

A more serious issue is the technological infrastructure. The fact that a company reportedly involved in the management of the Election Commission's servers has received investment from Chinese capital implies that the core infrastructure of the election system could be directly or indirectly linked to China.

Given that China has a history of interfering in elections in various countries such as Australia and Canada, and even hacking the UK Election Commission's servers to steal voter rolls, this connection cannot be taken lightly.

In the United States as well, the FBI Director publicly stated that there was evidence of Chinese interference in the 2020 presidential election.

Former President Trump's assertion of election fraud in the 2020 election is not merely political rhetoric but is being re-examined in conjunction with subsequently revealed data.

Within this international context, the growing voices of concern about China's expanding influence over Korea following Lee Jae-myung's election are by no means illogical.

② Appointments Before the 2020 General Election – The Starting Point of the Collapse of Electoral Neutrality

Elections are managed by people, not just systems. The appointments to the National Election Commission prior to the 2020 general election were, in themselves, the epitome of compromised neutrality.

Cho Hae-ju, a former member of President Moon Jae-in's campaign, was appointed as a standing member of the National Election Commission in 2019. This was an unprecedented political appointment in the history of the Election Commission.

The fact that all staff of the Election Commission collectively opposed his reappointment upon the expiration of his term testifies to the depth of the internal concerns that accumulated during his tenure.

Furthermore, Kwon Soon-il, identified as a key figure in the Hwacheondae case, was appointed as the Chairperson of the Election Commission. The very structure where an individual deeply intertwined with a specific political faction becomes the highest authority responsible for election management had already undermined fairness.

③ Post-2020 General Election – The Emergence of Collective Physical Evidence of Forgery

The ballots found in the 2020 general election are not subject to statistical debate. This is physical evidence.

‘Cabbage leaf ballots’ printed overlapping, ballots with different paper attached to the top, absentee ballots with cut paper pieces attached, off-center printing that cannot occur with a roll printer, ballots where the real arrow sticker attached to the end of the roll paper was ‘printed,’ stacks of new banknotes that were never folded, and the disappearance of ballots that should have been present (e.g., ballots not stamped by the election manager listed in the vote count records) while ballots that should not have been present appeared – all of this goes beyond what can be explained by coincidence or simple mistakes.

In particular, the fact that the vote share between absentee and same-day voting diverged sharply from this point onwards strongly suggests that the absentee voting system was the core route of manipulation.

④ Election Lawsuits and the Judiciary – Conclusions Without Verification

In the election nullification lawsuits filed after the 2020 general election, the court acknowledged the existence of problematic ballots in part, but dismissed the lawsuits, stating, “It has not been proven who systematically committed election fraud and how.”

However, at the same time, the majority of evidence requests were dismissed. Dismissing a case due to lack of proof after blocking the opportunity to provide proof is a clear logical contradiction.

Given the structure where all National Election Commissioners have traditionally been former judges, it is natural for suspicions to arise that the courts may have made passive judgments to avoid responsibility for their own oversight.

The case where Judge Cho Jae-yeon refused to measure the weight of thicker ballots found at the Yangsan counting station further strengthens these suspicions.

Denying the comparison of image files from the April 15 general election and the re-examination, and then dismissing the case, demonstrates profound corruption within the judiciary.

Even more telling of how closely the courts are colluding with the corruption of the National Election Commission is the fact that search warrants were not issued despite clear evidence of election fraud.

⑤ ‘2022 Local Elections’, ‘2024 General Election’, ‘2025 Presidential Election’ – Repeated Anomalies and Lack of Response

The request for a recount by the losing candidate in the 2022 Gangbuk District Mayor election, who lost by 200 votes, was denied for over two years. Subsequently, stacks of new banknotes were found in all five ballot boxes opened after martial law. The appearance of stacks of new banknotes, whether from same-day voting or new banknotes, is structurally inexplicable.

In the presidential election that same year, an incident occurred where an unidentified ballot box was being transported from in front of the Samsan Gymnasium, but when stopped by citizens, it was loaded into a vehicle and the perpetrators fled.

In the lawsuits for the April 10, 2024 general election and the June 3, 2025 presidential election, the Supreme Court justices do not consider re-examination or hearings. Supreme Court justices remain unmoved, even when being cursed at by plaintiffs in court or facing disciplinary action. The state has not provided any proper explanation for all these incidents.

⑥ Official Confirmation of System Collapse – NIS & Audit Bureau in 2023

The National Intelligence Service's security inspection results in 2023 were shocking. The administrator password was ‘12345’, a common Chinese citizen service number, and the internal and external networks were not separated, allowing external access. This structure allowed for modifications to the integrated voter registry, access to files for seals, stamps, and ballots, manipulation of counting results, and access to overseas voter registries.

An audit by the Board of Audit and Inspection confirmed 1200 cases of fraudulent hiring, including the fraudulent hiring of children of the Secretary-General and Deputy Secretary-General. However, the National Election Commission's internal audit resulted in ‘0 cases of fraudulent hiring’.

This is not mere mismanagement but organized concealment. Given the corruption and irregularities that have occurred at the Election Commission, its explanation that it is a family company is not surprising.

⑦ 2025 Presidential Election – Circumstances of Manipulation Recorded on Video

In the 2025 presidential election, we are no longer in a stage of arguing solely with words.

Videos show candidate #1 being continuously counted 3017 times by the sorter, ballots with attached paper appearing consecutively, circumstances of seal replacement, instructions to “just proceed” with ballots stuck together, scenes of stacks of new banknotes being taken out of paper bags, ballots with cutting marks, and cases of already marked ballots being found in return envelopes. All of this is recorded on video.

Furthermore, the circumstances where National Election Commission officials covered up instances of repeated double voting and proxy voting without reporting them for investigation, obstruction of observers, manipulation of voter counts, blocking of CCTV, and destruction of vote records are no longer mere ‘suspicions’.

Instead, the fact that patriotic citizens monitoring election fraud were reported, and former Prime Minister Hwang Kyo-ahn was reported, investigated, and tried, reveals the profound and deep-rooted involvement of the election fraud cartel in various parts of the Republic of Korea.

⑧ Stark Contrast with International Standards

The Venice Commission explicitly states that all stages of an election must be verifiable and that observation should be maximized.

Germany has ruled electronic voting unconstitutional, and Austria nullified a presidential election solely on the grounds of procedural flaws, even without evidence of result manipulation.

France makes the entire process transparent to citizens with transparent ballot boxes and on-site vote counting.

The Republic of Korea is moving in the opposite direction. It is thoroughly concealing information and is attempting to divert attention or dismiss allegations as conspiracy theories by placing Chinese Communist Party spies, North Korean spies, or those recruited by them within the right-wing camp.

⑨ International Election Fraud Network and the Republic of Korea

In the United States, the irregularities of the Smartmatic and Dominion systems are gradually being revealed. In 2025, the Director of National Intelligence and the FBI Director officially confirmed the existence of evidence of election fraud.

A former Venezuelan intelligence chief revealed that elections worldwide are manipulated using Smartmatic. Documents and testimonies have also emerged linking Smartmatic to the Korean National Election Commission.

In Congo, election fraud using Korean-made voting and counting systems was cited as the cause, leading to protests directly in Korea. In Seongnam, evidence of ballot tampering during the Congolese presidential election was discovered. The fact that former President Trump shared a post on his social media mentioning South Korea as an example of a country with election fraud is symbolic.

Conclusion – We Can No Longer Remain Silent

Election fraud is no longer a suspicion. Evidence and circumstances are overwhelmingly abundant. The election fraud, which President Yoon Suk-yeol cited as a reason for imposing emergency martial law, is now beginning to be known not only to our citizens but also to American citizens.

Remaining silent in the face of this is not neutrality. Silence now is an admission of being a member of the election fraud cartel or being controlled by them.

If we hold another election in this state, its outcome, whatever it may be, cannot regain legitimacy. The Republic of Korea must stop and conduct an inspection now. Otherwise, we will become frogs that cannot escape from boiling water.

This is the final warning.
