The U.S. House Ways and Means Committee sent letters on Tuesday (local time) to two American non-profit organizations suspected of having close ties to the Chinese Communist Party, demanding they submit relevant records, Just the News reported.
The letters were delivered to two organizations that are part of a network associated with Neville Roy Singham, a Marxist and pro-China millionaire.
According to Just the News, Singham's network is broadly connected with activists in the United States and has even engaged in activities to incite protests against Immigration and Customs Enforcement (ICE).
Singham, who resides and operates in Shanghai, leads a network that runs pro-Chinese Communist Party news sites and other China-related businesses.
He also sponsors the People's Forum, a New York-based organization that played a leading role in the pro-Palestinian protests that swept New York during the Israel-Hamas war.
According to Just the News, after selling his IT company, ThoughtWorks, in 2017, Singham publicly invested the money into communist activities. According to a copy of the investigative file attached to the House Ways and Means Committee's letters, the FBI previously investigated Singham for his alleged involvement with "organizations engaged in activities hostile to the United States."
Ways and Means Committee Chairman Jason Smith (R-Mo.) stated that two organizations belonging to Singham's network, BreakThrough Bt Media Inc. (the company that publishes BreakThrough News) and Tricontinental: Institute for Social Research, are engaged in propaganda activities in the U.S. linked to the Chinese Communist Party. This raises questions about whether the organizations are violating their tax-exempt status under U.S. law by acting as foreign agents.
According to Just the News, Chairman Smith stated in the letter, "While it may be legal for a tax-exempt organization to receive large donations from private citizens, it raises serious questions when those donations come from an individual residing in Shanghai who maintains business ties with companies and individuals linked to the Chinese Communist Party (CCP), collaborates with foreign propaganda companies, and attends CCP forums on how to promote the Party overseas."
The Republican-led House Oversight Committee last month voted to issue a subpoena for Singham to obtain information about this extensive activist network.
On Tuesday, the committee led by Chairman Smith is scheduled to hold a hearing titled "Foreign Influence Within American Non-Profits: Unmasking Threats from Beijing and Beyond" to address these concerns.
The two organizations have recently led campaigns against U.S. actions that undermine China's interests, including the ouster of the pro-China Venezuelan dictator Nicolás Maduro.
Earlier this year, BreakThrough News was at the center of efforts to incite anger over then-President Donald Trump's operation to arrest Maduro. BreakThrough hosted a live stream titled "Mass Public Webinar: Stop the War on Venezuela! Build a Nationwide Anti-War Movement!", organized by the ANSWER Coalition (Act Now to Stop War and End Racism). This live stream was intended to sustain the far-left Maduro protests going forward.
Tricontinental is also associated with Maduro's Venezuela. In the summer of 2021, Tricontinental Director Vijay Prashad visited Caracas simultaneously with a delegation from the U.S. Democratic Socialists of America (DSA).
According to a Politico report, the DSA delegation "toured public works sites and met with Venezuelan Foreign Ministry officials" and "visited the mausoleum of former President Hugo Chávez, a dictatorial socialist and Maduro's predecessor, and took a commemorative photo with their fists raised."
The People's Forum, associated with Singham, is a pro-communist, pro-China, and anti-Israel Marxist revolutionary organization. Just the News has extensively reported that this organization played a key role in organizing nationwide anti-Immigration and Customs Enforcement (ICE) protests during the second Trump administration.
Singham's pro-Chinese Communist Party leanings and Marxist orientation have long been evident.
The People's Forum tweeted in December 2021, "For months, we have been the target of campaigns claiming our funding sources are 'dark money.' A few years ago, we met with fellow Marxist, Roy Singham, who sold his company and donated most of his fortune to non-profits focused on political education, culture, and internationalism."
Singham married Jodie Evans, co-founder of the radical left-wing group Code Pink, in 2017. Her organization advocates for peace and has become increasingly pro-China in recent years.
The New York Times reported that Singham operates in Shanghai, that his local activities are linked to the Chinese Communist Party, and that he has attended at least one Party workshop for the Party's global expansion.
The outlet also reported that Singham shares office space with a Chinese media company called Maku Group. The Chinese group's "About Us" page (which has since been deleted but was archived on the Wayback Machine in 2023) stated that the company's goal is to promote a positive image of China worldwide.
Singham also wrote that he was active on the Central Committee of the League of Revolutionary Black Workers. According to the Marxist Internet Archive, this league "played a key role in inspiring the Black liberation movement and spreading Marxist-Leninist ideas among Black workers and workers in general."
According to Newlines Magazine, Singham worked as a "strategic technology consultant" for the Chinese government-linked telecommunications giant Huawei from 2001 to 2008.
Marco Rubio, then a Senator and now Secretary of State, informed the Biden administration's Justice Department that "organizations linked to U.S. citizen Neville Roy Singham appear to be receiving direction from the Chinese Communist Party."
In a 2023 interview with The New York Times, Singham stated, "I categorically deny and reject any suggestion that I am a member of any political party, government, or their representatives, or that I work for or take direction from them," adding, "I act solely on my own long-held personal beliefs."
