Rep. Chip Roy (Republican-Texas) has introduced new legislation to prevent members of the Chinese Communist Party, radical Islamists, and other designated foreign adversaries from purchasing homes and real estate in the United States.
Roy declared on Tuesday that American property should belong to American citizens, not to geopolitical enemies seeking to undermine the nation from within.
The bill explicitly prohibits individuals associated with the Chinese Communist Party, Islamic groups, or other designated adversarial entities from acquiring residential real estate.
"The ownership of American homes should be for American families, not for the Chinese Communist Party, foreign Islamic extremists, or any of our geopolitical adversaries," Roy told The Daily Caller. "As Americans struggle with housing prices, adversarial regimes are buying up our land and our neighborhoods."
"This bill will completely block foreign adversaries from owning American homes and force them to divest what they already own," Roy added. "It's about returning American homes back to Americans."
Housing affordability is a major problem for American families struggling with high prices and limited inventory, while foreign entities, particularly from China, continue to purchase homes and farmland in strategic locations.
According to a U.S. Department of Agriculture (USDA) report, foreigners owned approximately 46 million acres of land in the U.S. as of the end of 2024, valued at over $86 billion.
The Daily Caller reported that under Roy's bill, up to 338,000 acres of land owned by foreign adversaries, totaling $1.1 billion in assets, could be subject to divestment.
Texas is among the states with the highest percentage of foreign-owned land, with over 5.6 million acres reported to be owned by non-Americans. Documents reviewed by The Daily Caller suggest that up to 124,000 acres across 20 Texas counties could also be subject to divestment if the bill passes.
Rep. Roy recently introduced the MARXIST-AND-RADICAL-ISLAMIST-DANGEROUS-followers-ACT (MAMDANI Act), which would significantly expand immigration enforcement by allowing for the deportation, denaturalization, denial of entry, or stripping of citizenship for foreigners who are members of or advocate for socialist, communist, Chinese Communist Party, or Islamic fundamentalist ideologies.
The bill targets "individuals seeking to import ideologies hostile to the Constitution and that do not share American values," explicitly naming New York Mayor Eric Adams's son, Jordan Mamdani, a democratic socialist who has acquired U.S. citizenship, leading to the bill being dubbed the "Mamdani Act."
Roy's office characterized both bills as essential national security measures that close loopholes in current law, which they argue have allowed foreign adversaries to gain a foothold in American society through real estate ownership and unchecked immigration.
