On August 11, the civic group Free Korea Homeland Group (Leader Oh Sang-jong) filed a complaint against approximately 10 individuals, including Special Prosecutor Min Jung-ki, Special Prosecutor Assistant Moon Hong-ju, Seoul Detention Center officials, and CRPT staff, for abuse of power, unlawful confinement, illegal arrest, and special intimidation, in relation to the attempted forced escort of former President Yoon Suk-yeol that occurred on August 7.
According to the Free Korea Homeland Group, former President Yoon was exercising his right to refuse to answer questions as a suspect in the 'Kim Keon-hee special investigation case,' and there was no legal basis under the Criminal Procedure Act to compel his attendance during the voluntary investigation phase. Nevertheless, at approximately 8 AM on August 7, the defendants allegedly infringed upon the right to legal counsel by suppressing former President Yoon's physical movements within the Seoul Detention Center and by telling his lawyer, "Get out" and "You will be punished for obstructing official duties."
The group particularly stated that detention center officials lured former President Yoon to the escort division office, tricked him by saying, "Let's talk," and then attempted to forcibly place him in a vehicle. CRPT staff were reportedly instructed not to disclose their identities, and only some of them were identified.
Furthermore, the group pointed out that on the same day, 10 members of the National Assembly, including Representative Min Hyung-bae of the Democratic Party of Korea, proposed a bill to 'Expand the Grounds for Correctional Officers' Use of Force.' They highlighted that the bill's stated reason for proposal included, "In the case of former President Yoon, there was a systemic gap as force could not be exercised," and argued that this constituted an admission that the action was illegal under current law.
Representative Oh Sang-jong criticized the incident as "an unprecedented illegal forced execution in the nation's constitutional history," stating, "Public officials who are supposed to uphold the law violated multiple laws and committed a grave human rights infringement." The group urged investigative agencies to immediately launch an investigation and impose strict legal penalties on all responsible parties.
