The organized inflation of voter numbers, evidenced by a discrepancy of over 5% between on-site vote counts and official statistics, the fire near the Gwacheon National Election Commission just before the ballot count, and the alignment of predicted winners and exit poll results with Chinese websites from 20 days prior all point to electronic manipulation.

The June 3rd incident is a fraudulent election that cannot be compared to the March 15th fraudulent election 65 years ago.

The ballot shortage is not a mere administrative error or mismanagement. It is a more severe constitutional violation than previous cases of fraud, where the state fundamentally blocked the voting act of the electorate. The majority of citizens suspect that the ballots were insufficient because even the ballots on election day were replaced with stiff ones.

The June 3rd incident is a total election fraud by the National Election Commission. Therefore, the direct responsible party, Chief National Election Commissioner Noh Tae-ak, is subject to immediate arrest and should be detained for a thorough investigation of the truth, receiving the highest penalty according to judicial procedures.

President Lee, as the head of administration, cannot evade responsibility for the June 3rd fraudulent election. The June 3rd fraudulent election is a grave constitutional crime that violates Article 66 (Duty to Defend the Constitution) and Article 69 (Faithful Performance of Duties) of the Constitution. Our history includes the painful lessons of the March 15th fraudulent election and the April 19th revolution, where those heavily involved in fraudulent elections were executed, and the president resigned taking responsibility.

In light of this, the "Seobeokka National Salvation Comrades Association" designates the June 3rd incident as the worst power-driven fraudulent election in constitutional history and strongly urges the resignation of President Lee, who has abandoned his duty to defend the constitution and violated national sovereignty. We hereby declare the following:

First, an expression of regret for evading responsibility as head of state is grounds for impeachment, demonstrating a lack of will to defend the constitution.

On June 4th, President Lee, at a senior aides meeting, berated the relevant agencies and expressed regret as if he were a third party with no responsibility. He has forgotten that he, as the head of the executive branch and the highest responsible party for state affairs, is himself the President.

His attitude of trying to shift blame to subordinates in a grave national matter concerning the people's sovereignty is utterly cowardly. This irresponsible and brazen act is akin to seeking the "withdrawal of charges" to escape his transgressions.

Second, President Lee should immediately resign, taking inspiration from the decisive action of President Syngman Rhee in the past.

Although President Syngman Rhee was not directly involved in the fraudulent election, as the highest responsible party for state affairs, he made the historic decision to resign, taking moral and political responsibility.

If President Lee genuinely cherishes the lives of the people and fears the sovereign citizens who yearn for justice, he should not start his second year in office with empty talk of regret or measures, but should immediately step down from the presidency and offer a deep apology to the nation.

Third, make a prompt decision and step down to prevent the bloodshed of April 19th from being repeated.

The public's anger over the June 3rd fraudulent election has already reached its breaking point. We clearly remember the tragic history of the April 19th revolution, where countless young people had to shed blood in resistance to past fraudulent elections. President Lee must gravely heed the wave of public anger.

Do not make the mistake of committing a greater sin in history by clinging to power and ignoring the legitimate anger of the people. Immediate resignation is the only way to prevent the recurrence of unfortunate bloodshed like that of April 19th and to appease the public's fury. We must avoid the tragedy where the highest responsible party for state affairs evades responsibility for the fraudulent election through mere expressions of regret, leading to national chaos and a constitutional breakdown.

President Lee must realize that shedding his attachment to power and stepping down immediately is the only path to upholding constitutional order and saving a Republic of Korea in crisis. Preserve the dignity and conscience of the highest responsible party for state affairs by resigning now.

The "Seobeokka National Salvation Comrades Association" declares that it will fight to the end with the people until the June 3rd local elections are nullified, a new election is held without early voting, and President Lee resigns, in order to normalize the Republic of Korea, which has been undermined by the June 3rd fraudulent election.
