Despite the National Election Commission's official apology and the commencement of a police investigation, reasonable doubts are bound to amplify in a situation where administrative deficiencies have been exposed. There are three accumulated backgrounds behind the public's grave concern over this incident.
First, investigate the statistical anomaly and the Election Commission's delayed response through a joint inquiry.
The phenomenon of vote counts for candidates from major parties being perfectly identical, down to the decimal points and last digits, in individual polling stations in specific areas is being repeated across multiple administrative districts. The probability of such data consistency occurring in independent voting groups is statistically close to impossible.
Furthermore, the 'minimum printing ratio of 50%' stipulated by the Election Commission's internal guidelines was an administrative overreach that not only failed to predict voter turnout but also fundamentally restricted the voting rights of the electorate. The infringement on the right to participate in elections for voters who were turned away at the polls due to a shortage of ballots is, in itself, a violation of the election's fairness and legitimacy, and an unprecedented instance of electoral fraud.
Second, dissect the election management and computer systems that served as the basis for the 6/3 electoral fraud.
Public distrust did not arise suddenly. Seeds of distrust have continuously accumulated, from the cabbage-leaf ballots and Japanese flag ballots in the 2020 general elections to the poorly managed temporary polling booths that incited widespread public outrage during the 2022 presidential election, the so-called 'basket voting' incident, and the alarming hacking vulnerabilities within the Election Commission's internal systems revealed through security checks by the National Intelligence Service. The chronic management loopholes in the early voting system, combined with the current ballot supply interruption, have escalated into fundamental skepticism about the system itself.
Is it conceivable that approximately 170 Election Commission officials took leave just before a national election? This is a contradiction as serious as starting the World Cup without key players. We urge that during the prosecution and police investigation, the identities of the approximately 170 individuals who took leave before the 6/3 election be secured, and their job responsibilities and activities during their leave be investigated through mobile phone forensics.
Third, demand the arrest of key Election Commission officials, the dissolution of the Election Commission, and the resignation of President Lee.
The reasons for abolishing early voting and the previously mentioned 'personnel and institutional reform of the Election Commission' have been proven through this incident. The insular cartel, which has evaded legitimate external audits by hiding behind its status as a constitutional institution, has ultimately resulted in the worst possible outcome: the collapse of election management.
This exposes a grave issue that transcends mere partisan conflict, revealing that the contradictions in the Public Official Election Act and the election fraud led by the Election Commission are threatening the systemic stability of the Republic of Korea. We reiterate our demand for President Lee's immediate resignation.
Fourth, demand immediate recounts and physical verification in Songdo 1 and 2-dong, Incheon.
The vote count results for Songdo 1-dong and 2-dong in Incheon show a statistically peculiar phenomenon where the vote counts for both parties matched with the exact same figures: '3,030 votes to 1,440 votes'.
This is impossible without artificial computer manipulation. Experts analyze that confusion arose in the pre-entered betting values after 2 PM on June 3rd due to ballot shortages, leading to calculation errors in a specific distribution algorithm. Some experts view it as intentional mistakes by computer manipulation technicians who felt remorse over electoral fraud.
To end the digital statistical debate, we demand the implementation of three major verification processes: the physical paper ballots will be directly examined in front of broadcast cameras and voters.
① Immediate preservation of ballot boxes from Songdo 1 and 2-dong, Incheon, and sealing by the judiciary.
② 1:1 manual comparison of server data (3,030:1,440) with physical ballots.
③ Verification of discrepancies between the serial numbers of remaining ballots at the time of ballot shortage and the printing ledger.
If even the recount of just two districts is refused, it would be an admission of widespread electoral fraud. We urge a recount by judicial authorities, with experts participating and the Election Commission excluded.
