Jamieson Greer, U.S. Trade Representative (USTR) Representative, said on the 7th (local time) that the Trump administration's policy of controlling the export of advanced semiconductors to China is "always fluid."

In an interview with Fox News that day, Representative Greer stated this when asked if it is "wise to provide advanced semiconductors to China" in relation to Jensen Huang, CEO of NVIDIA, who opposes the export controls on advanced semiconductors to China.

He emphasized, "As technology advances and accessibility improves, we can adjust the benchmark for export controls."

Representative Greer said, "The Trump administration clearly agrees that we must be very careful about sending cutting-edge technology products, semiconductors, or other items to China or other countries," adding, "Adjustments (to export controls) can always happen."

However, he stated, "My personal view is that we must be very cautious about this. We want companies to be profitable, but as policymakers, we must prioritize national security. That's why President Trump discussed the types of semiconductors that could be subject to export restrictions."

Representative Greer said, "The discussion about where the benchmark (for export controls) is is always open and changes over time."

Representative Greer's remarks came as the White House reviews whether to allow NVIDIA to export its cutting-edge artificial intelligence (AI) semiconductor, the H200, to China, while bipartisan legislation is being introduced in the federal Congress to block the export of this semiconductor to China, and CEO Huang has publicly expressed his opposition.

Accordingly, it remains to be seen to what extent the Trump administration, which recently extended the tariff war truce with China for one year, will implement export controls on these semiconductors.

Regarding China's promises during the tariff truce, Representative Greer said, "Everything recently agreed upon with China is very specific, so we can monitor it easily, and so far, we see them complying."

Regarding China's commitment to import soybeans from the U.S., he said, "We have already confirmed that they have fulfilled about one-third of the amount they promised to purchase this season." Concerning rare earth supplies, he stated, "There have never been any problems, but everything is moving in the right direction. We are seeing all sorts of flows to keep our factories running and our manufacturing sector going."
