President Trump. AFP=Yonhap NewsPresident Donald Trump announced on December 8 (local time) that the United States will allow the export of Nvidia's AI chip 'H200' to China.
Through the social media platform Truth Social, President Trump stated, "I have informed President Xi Jinping that the United States will allow Nvidia to ship its H200 products to approved customers in China and other countries, provided that the United States continues to maintain strong national security."
He added, "President Xi responded positively."
President Trump said, "25% of the sales [of H200] will be paid to the United States. This policy will support American jobs, strengthen American manufacturing, and also benefit American taxpayers."
However, Nvidia's most advanced AI chip, 'Blackwell,' and the upcoming 'Rubin' are not included in this agreement, President Trump explained.
While the H200 lags behind the latest 'Blackwell'-based GPUs (Graphics Processing Units), it shows an overwhelming performance gap compared to the lower-spec 'H20' chip, which is currently approved for export to China.
President Trump stated, "The Department of Commerce is finalizing the details, and this approach will also apply to AMD, Intel, and other great American companies."
The United States introduced export control regulations during the Joe Biden administration in 2022, prohibiting the export of advanced AI chips to China.
The Trump administration had also restricted exports, believing that if Blackwell fell into Chinese hands, the U.S. advantage in the AI field could be jeopardized.
However, Nvidia CEO Jensen Huang had been persuading President Trump to target the Chinese market through a modified version of Blackwell with reduced performance.
