Fix the Starting Point of "One Person, One Vote"

 

The first point of contention in election fraud debates is neither the computer system nor the ballot box. It is identity verification.

 

The fundamental principle of voting is not "Who voted?" but "Is this the correct person?". If this starting point is shaken, no subsequent procedure can gain trust.

 

The fundamental principle of South Korean elections is one person, one vote.

 

However, for this principle to operate effectively, it is essential to verify not only that the person is eligible to vote but also that they are who they claim to be. Identity verification is not a matter of formality; it is the starting point of integrity.

 

How Far Has Identity Verification Come in Early Voting?

 

Currently, identity verification in early voting involves presenting an ID and visual comparison. The National Election Commission explains that the device resembling a fingerprint scanner attached to the identity verification machines used at early voting stations is not for fingerprint recognition but is a button to replace a signature.

 

In other words, the device does not have the function to determine if an ID is counterfeit or to compare biometric information.

 

This method is not illegal or a violation of regulations. The issue is that this method is not considered the "strongest means of identity verification" in today's society.

 

Why Aren't Technologies We Already Use Being Implemented in Elections?

 

Biometric recognition has already become an everyday infrastructure, used in airport automated immigration checks, bank counters and ATMs, and smartphone unlocking. The resident registration system itself is also designed with fingerprint information in mind. Fingerprint comparison is technically feasible if linked with the Ministry of the Interior and Safety's computer network.

 

The reasons most often cited for the exclusion of fingerprint recognition in elections are threefold.


Issues of authority between administrative bodies, responsibility attribution, and political and explanatory burdens.


However, all of these are far from technical limitations or legal prohibitions. The problem is not a lack of technology, but rather the fact that the electoral realm has uniquely maintained the "weakest identity verification method" as an exception.

 

While this choice is not illegal, it is necessary to examine whether it has been a structure that has self-consumed the system's credibility amidst recurring controversies.

 


The Option of "Auxiliary Authentication" Rather Than Coercion

 

One argument against the introduction of fingerprint recognition is the possibility of system failure.

 

However, this is an issue that has already been resolved in other areas. At airports, failed biometric checks are handled by manual verification; at banks, by PINs or counter services; and on smartphones, by switching to a PIN.

 

The same applies to elections.

 

Fingerprint recognition can be designed as an auxiliary authentication method, not a mandatory one.

 

If fingerprint recognition fails, the system can immediately revert to the existing ID verification process.

 

This method does not infringe upon the principle of universal suffrage. Instead, it enhances the reliability of identity verification without restricting the exercise of voting rights.

 

The Question "Why Haven't We Done This Before?" Cannot Be Avoided

 

The moment fingerprint recognition is introduced, an unavoidable question arises:

 

"Why haven't we done this before?"

 

However, avoiding this question by excluding better authentication methods is not a rational choice. Electoral systems should be updated for current credibility, not maintained for the convenience of past explanations.

 

Strengthening identity verification will not eliminate suspicions of election fraud. However, it can at least block the most fundamental point of doubt: "identity verification is lax."

 

Identity Verification is the Beginning of Integrity, Not the Resolution of Suspicion

 

Auxiliary fingerprint authentication is not a mechanism targeted at a specific incident or a particular election.

 

It is a means to technically and most clearly prove the principle of "one person, one vote."

 

The integrity of an election does not begin with the outcome.


It begins with the certainty of who voted.

    주민센터에 비치한 지문인식기는 본인확인을 위해 쓰는데 같은 주민센터에 투표소를 설치하면서 비치한 사전투표용 지문인식기는 투표자들에게 마치 평소처럼 지문을 통한 본인확인이 되는 것처럼 착각하게 하고서 실제로는 지문을 통한 본인확인 기능이 없기 때문에 얼마든지 가짜신분증으로 투표할 수 있는 길을 열어 줘서 남편신분증으로 하루 두 번 투표를 시도하는 사례까지 나옴.

    관내사전투표자는 본투표 당일용 선거인명부를 사전투표날도 투표소에 비치하여 당일 투표처럼 지참신분증으로 투표자 본인확인 후 서명이나 날인하게 하고, 관외사전투표자는 별도로 관외사전투표자를 기록할 관외사전투표자 명부를 비치하여 지참신분증으로 본인 확인 후 성명과 주민등록번호를 기록하고 서명이나 날인한 뒤에 투표자주소지로 즉시 투표사실을 전송해서 취합하게 하면 투표지 도착 전에 주소지별 관외사전투표자 명부를 만들 수 있고 관외사전투표소에도 관외사전투표자 명부를 확보하여 사전투표 전산조작 부정선거를 완전봉쇄할 수 있다.
