The most fatal collusion that shakes the very foundation of liberal democracy is the 'election fraud cartel'. Elections are the only peaceful means by which citizens control power and grant legitimacy. However, if this sacred procedure is secretly planned and privatized by a certain group for political gain, democracy degenerates into 'legal dictatorship' with only its outward appearance remaining.

This article dissects the reality of the secret and systematic conspiracy, revealing how a 0.1% group planning election fraud turns 99.9% of sacred ballots into scraps of paper.

The transparency of elections is the bedrock of democracy. Election fraud has become a malignant cartel threatening democracies worldwide, not just in specific countries. The United States has shown system vulnerabilities, from alleged physical fraud like ballot box stuffing in the classic 1960 election to digital algorithm security controversies in 2020. To eradicate election fraud, Germany's Federal Constitutional Court, in a 2009 ruling (BVerfG, 2 BvC 3/07), reaffirmed the principle of manual counting by declaring "electronic voting, which cannot be verified by ordinary citizens without specialized knowledge, is unconstitutional."

In contrast, China is constantly embroiled in suspicions of behind-the-scenes interference, supplying its own hardware and communication networks like Huawei to overseas election systems to create 'digital colonies.' The large-scale election fraud riots and nullification lawsuits in countries that imported Korean-made vote counting machines – Iraq and Congo (2018), and Kyrgyzstan (2020) – demonstrate how technological convenience can be repurposed as a tool to conceal election fraud cartels. Ultimately, legitimacy can only be achieved when transparency, observable by everyone, is secured, rather than the efficiency of quickly reporting election results.

1. The Referee Becomes a Player… Loss of Neutrality in Election Management Bodies

The starting point for forming an election fraud cartel is the takeover of the public bodies that manage elections. When independent bodies like election commissions are privatized over time due to specific political factions or personal connections, the principles of checks and balances cease to function.

While the 3.15 election fraud was a primitive form involving complete ballot box replacement or physical intimidation, modern election fraud cartels operate elegantly through exclusive control of election commission personnel and closed operations. It is undeniable that key positions in election management, such as the Secretary-General, have been passed down rotationally among individuals from a particular alma mater, building a fortress for themselves.

This closed personnel monopoly cartel, fueled by a lack of understanding of IT technology and preferential treatment for former officials, has led to collusion for vested interests with specific companies. This, in turn, is analyzed to have resulted in the neglect of security vulnerabilities and suspicions of fraud in election equipment, leading to the infringement of sovereignty.

Claiming to be constitutional bodies, they erect barriers of technical jargon and complex administrative procedures to block external access and oversight. The moment the election management authority becomes the referee, and the referee colludes with the players, their internal world becomes an extraterritorial zone immune to supervision and oversight, and a fair playing field collapses.

2. The Algorithm Cartel Through a 'Digital Black Box' Disguised as Perfection

The most powerful weapon of modern election fraud cartels is, paradoxically, Information Technology (IT). The source codes for electronic vote counting machines, ballot sorters, and vote tallying management systems were a sacred realm accessible only to a select few 'knowledge priests'.

Election management bodies compel us to believe the cartel's propaganda that "technology is perfect," but it is analyzed that public will is mangled into manipulated numbers and national sovereignty evaporates within that opaque 'digital black box'.

By blocking access to information, they create their own 'digital entry barrier' by neglecting hacking risks and security loopholes and forcibly introducing unverified systems. Stigmatizing citizens who raise doubts as 'unscientific conspiracy theorists' to exclude them is eerily similar to the stigmatization of 'heretics' by the Neo-Confucian cartel discussed in Part 2. The digital cartel is completed when technology is not a guarantor of transparency but is instead repurposed as a curtain to conceal evidence of fraud.

3. Cognitive Election Fraud Through Collusion Between Public Opinion Manipulation and the Media

Election fraud cartels do not operate solely on election day. The collusion between public opinion polling agencies and the media in the pre-election phase is 'cognitive election fraud' that pre-emptively brainwashes the public's minds. By designing survey questions favorable to specific candidates, distorting sample groups, and widely reporting biased results, they induce a shift in public sentiment, encourage bandwagoning on fabricated trends, and attempt cognitive obfuscation by stimulating herd mentality. Even before voting, the voters' minds have already been voted for.

When the public is deceived by the 'fortification of public opinion' by professional cartels and manipulated information, they believe they are voting of their own free will. In reality, they are guided towards manipulated choices through psychological control within a flood of information designed by the cartel.

4. The Judicial Cartel, Suspected as the Final Fortress of Election Fraud Cartels

When numerous suspicions and lawsuits arising after an election reach the judiciary, the 'judicial cartel,' the last line of defense for the cartel, comes into play. The principle of 'closing ranks' and 'preferential treatment for former officials' remains valid even in election trials.

Dismissing applications for preservation of evidence, indefinitely postponing trial dates, and ruling that clear procedural defects are mere 'administrative errors' grant powerful absolution to the election fraud cartel. Trials are held, but truth is not admitted.

If the political power seeking to overcome disadvantages, the election management bodies, and the judiciary form an 'iron triangle' bound by human networks, election fraud will occur openly, and even election nullification lawsuits will face a formidable wall. When 0.1% of elites tacitly condone each other's corruption to protect their vested interests, the sovereignty of the 99.9% of citizens becomes scrap paper, and the heart of democracy stops.

5. Let Every Process of the Election Return to a Transparent Glass Ballot Box

Election fraud cartels wear the elaborate clothing of democracy, but their essence is no different from the power politics of the past or the human rights-abusing communism that lacks elections. Election fraud cartels thrive on the public's apathy, complacency that "it couldn't possibly happen," and those who are intoxicated by their own common sense without understanding digital deception.

What the cartels fear most is technical resistance that delves into the very depths of the system and demands raw data – 'server investigation' – and the awakened insight of the 2030 generation who understand the limitations of digital technology.

We must eliminate the entrenched system that is not changed despite the majority outcry about problems in the election process, and the lack of transparency hidden behind technological convenience. It is urgent to reform the standing committee, the National Election Commission, into an organization under the Ministry of the Interior and Safety, to implement strict external oversight of the personnel composition of election management bodies, to select the election commission chairman, who is also a judge, through public recruitment, to abolish early voting and electronic vote counting machines, to use personal seals for poll managers, to strengthen manual counting in an analog manner, and to secure punitive transparency for public opinion surveys and the media.

We must prevent the 'secret hands' of those who count the votes from mocking the 'honest footsteps' of those exercising their sovereignty. To prevent 0.1%'s secret schemes from hijacking the 99.9%'s public will and sovereignty, we must now awaken from the drug of technological convenience and return to an era of 'glass ballot boxes' where voters' eyes monitor every process, even if it is slower and more cumbersome.

This is the only way to remove the malignant mold of election fraud cartels and let the sunshine of justice shine again on the land of liberal democracy.
