The number of voters and ballots did not match in all 17 cities and provinces nationwide. 

A comparison of ballot progress tables and vote count progress tables from the Central Election Commission's election statistics system by the Liberty and Innovation Party and the Korea-US Joint Election Fraud Investigation Team on the 4th revealed that there was no region where the numbers matched. 

As of 7 p.m. today, Seoul's vote counting rate was 99.54%, and the remaining 16 cities and provinces had completed 100% of their vote counting. 

In Seoul, the number of votes in the voting situation table was 5,289,053, but the vote counting situation table showed 5,264,874, resulting in a difference of 24,179 voters. 

Due to a shortage of ballots, which led to the obstruction of ballot box removal, the vote counting rate in Songpa-gu, Seoul, which has not yet been included in the final tally, is 93.44%. 

Considering the number of voters on election day in Songpa-gu (347,722), the number of uncounted votes in Seoul is approximately 22,811 ballots, and the difference was calculated as 1,368 ballots (24,179 - 22,811). 

In Ulsan, there were 599,890 ballots, which is 1,125 ballots (0.19%) fewer than the number of voters (601,015). On the other hand, Gyeongnam had 1,788,526 ballots, which is 4,991 ballots (0.28%) more than the number of voters. 

The regions with fewer ballots than voters were Seoul, Daegu, Incheon, Ulsan, Sejong, Gyeonggi, Gyeongbuk, and Jeju. The regions with more ballots than voters were Busan, Gwangju, Gangwon, Chungbuk, Chungnam, Jeonbuk, Jeonnam, and Gyeongnam. 

Daejeon had one more ballot, showing the smallest difference. 

A representative from the Liberty and Innovation Party stated, "The election data is completely untrustworthy," adding, "This is evidence that the Election Commission is mismanaging the elections and a strong basis for dissolving the Election Commission."
