“From the secularization of activism to the anchorage of power: A record of civilizational regression”

Activism in the 1980s was a global language. It was a moral revolution that shook the earth with a singular slogan: anti-dictatorship, anti-colonialism, and anti-capitalism. However, as that revolution entered the institutions, morality became management and ethics became governance.

Thirty years after democratization, the Korean left transitioned from revolution to institution, from institution to morality, and from morality to power. The moment it declared itself the “ruler of justice” in the final stage, the Korean left suffocated itself through an overdose of morality.

This report is the autopsy record of that death.

It traces how the secularization of activism, the bureaucratization of civic movements, and the monopolization of moral politics culminated in the “corpse of the secular left” known as the Lee Jae-myung administration.

And that corpse is not just a story unique to Korea; it is part of a civilizational phenomenon: the collapse of the left worldwide.

① From the underground to the surface: “The end of revolution and the optical illusion of civilianization”

When the Berlin Wall fell in 1989, Korean college campuses were still shouting for “liberation” and “struggle.” While the world was restructuring its ideologies and rebuilding its institutions, the Korean activist sphere was still searching for its existential meaning through the language of “revolution.”

The fronts of the NL (National Liberation) and PD (People’s Democracy) factions were remnants of the Cold War. But as the Cold War ended, the basis for their ideology vanished, and a generation that could not prepare for “post-revolutionary politics” drifted. What emerged in that vacuum was “civilianization.”

The civilian era of the Kim Young-sam administration in 1993 was not merely the end of military dictatorship; it was the moment activism first learned the language of institutions.

The 21st Century Progressive Student Union, which has been re-examined due to Kim Hyun-ji, a key figure known as a close associate of the Lee Jae-myung administration, was a symbol of that transition. They shouted, “From the underground to the surface, from struggle to participation.” They replaced revolution with ‘participation,’ ideology with ‘policy,’ and struggle with ‘morality’ as their new faith.

This change was no exception in global history. It was a time when anti-establishment forces in Eastern Europe became governments, and human rights activists in South America became reformist bureaucrats.

However, there was a difference.

While the European left expanded the diversity of democracy as they entered institutions, the Korean activist sphere justified itself as the “subject of morality” and began to define all dissenting views as “immoral.”

The primary cause of death for the movement was not external oppression, but internal transformation. The moment it abandoned revolution and chose administration, the movement became the corpse of an institution.

② Civic movements without citizens: “The bureaucratization of morality”

In the late 1990s, Korean civic movements were in sync with global trends. During a period when the UN and the World Bank were promoting “global governance” and incorporating NGOs as partners in governance, Korean civic movements also aligned themselves with the state under the names of “participation” and “solidarity.”

But the difference lay in the direction.

Western civic movements acted as watchdogs from the periphery of power, but Korean civic movements moved into the heart of power and became the “department in charge of morality.” The launch of the ‘Participatory Government’ in 2003 was the defining moment of that shift. The watchdog became the ruler, and morality became the regime’s asset.

In the 2005 controversy over the revision of the Private School Act, the movement experienced its first “civil war of morality.” The infighting within the activist sphere, where they branded one another as “immoral,” demonstrated that morality had become a weapon rather than a value.

The 2008 candlelight vigils against US beef imports were the mass explosion of this fracture. Citizens no longer considered themselves “creatures” of civic movements. Young people on the streets rejected the podiums of NGOs, and civic movements drifted away from the citizens they claimed to represent. The movement turned morality into a cult, and citizens became consumers of morality rather than political agents.

The 2010 petition to the UN by the People’s Solidarity for Participatory Democracy regarding the sinking of the ROKS Cheonan was the peak of this pathology. This act of undermining the nation’s legitimacy using the language of justice was the moment morality completely replaced reason.

③ The empire of morality, the death of politics: “The Lee Jae-myung administration and the civilizational conclusion”

Since the 2010s, the world has been returning to the realm of politics. Following the 2008 financial crisis, Western liberalism faced a fracture.

A “New Nationalism” emerged where survival and identity took precedence over economic equality. Trump in the US, Brexit in the UK, Le Pen in France, Meloni in Italy—they all rejected the “universality of morality” and cried out for the “survival of the community.”

However, the Korean progressive left went the opposite way. While the world returned to reality, Korea entered the temple of morality. Morality became the basis of governance rather than a criterion for politics, and criticism was defined as evil, and opposition as injustice.

The 2017 candlelight vigils were the climax of this. The public square replaced the courtroom, and citizens became judges.

The Moon Jae-in administration was the product of that moral fervor, but the Cho Kuk scandal and the Yoon Mee-hyang incident were autoimmune reactions where that morality destroyed itself.

And at the end of that legacy stands the Lee Jae-myung administration. He is a figure who combines the ideology of the 1990s activist movement, the bureaucratization of the 2000s civic movements, and the sanctification of moral politics in the 2010s. Lee Jae-myung’s style of moral politics is “a technique of maintaining power through the language of justice.” Through the myth of being a “moral ruler,” he attempts to mask the failures of politics with ethics.

But the world has already abandoned that path. The West has returned to the politics of industry, security, production, and survival. As politics returns to the realm of reality, only the Korean left remains lying in a grave of morality.

It is a report on the historical process in which a generation that believed in morality as the language of salvation misused it as the language of power, leading to its own self-destruction.

The decay of the Korean left is not a problem of morality, but a problem of structure, and this autopsy is also a medical certificate for South Korean democracy as a whole. From the remains of the dead left, politics for the next generation must be reborn.
