Ballots with extremely skewed print margins found during the recount of early votes for the April 15, 2020 general election.
Ballots with extremely skewed print margins on one side were discovered during the recount of early votes from the April 15, 2020 general election in Yeon-su B, Incheon, and Namyangju B, Gyeonggi Province.
Specifically, in Beolnae-myeon, Namyangju, about 20 out of every 100 ballots had margins severely skewed to the left or right. In some instances, ballots with extreme left-right skew reached 38% (from "Stop the Steal" p.121).
According to the National Election Commission's (NEC) ballot management guidelines, ballots are to be printed by securing the left and right sides of the printer with glue sticks. Furthermore, it was revealed that the Epson TM-C3400 printer used during early voting was programmed not to print any text within a 2mm margin on either side, irrespective of NEC guidelines.
This means that for a ballot paper size of 108mm, the maximum printable area is 104mm, leaving a 2mm margin on each side, totaling 4mm less than the full width.
If text is found within this 2mm margin, it strongly suggests either an error made during the mass printing and cutting of fake ballots by a printing company, or a failure to properly secure the left and right sides during the mass printing of manipulated ballots. In Yangsan, Gyeongsangnam-do, ballots with unusually wide top margins were also found.

The lawyers for former lawmaker Min Kyung-wook speculate that there must have been urgent circumstances at the time that made tolerating such errors unavoidable, such as being pressed for time and thus being unable to re-print QR codes in the correct sequence.
If this is attributed to printer errors, it could be argued as "poorly managed elections." However, because such cutting errors are unlikely to occur with printed materials, it points to "election fraud."
The NEC claimed that election officials at the scene moved the guides back and forth during printing, deviating from the ballot management manual. However, not a single statement from a ballot management official or election official admitting to violating the ballot management guidelines, even by mistake, has been submitted.
The following is an excerpt from the Supreme Court's ruling (p. 28):
"Regarding ballots with differing left and right margins among early voting ballots, based on Exhibit Eul-55 and the entirety of the arguments, early voting ballots are printed by inserting roll-type paper into a label printer installed in the ballot issuance machine. Although the ballot issuance machine has guides to align the paper's position, ballots with differing left-right or top-bottom margins can be generated if the guide's position is set incorrectly, if the supply paper is inserted skewed to one side, or during the process of cutting the ballot which is printed in a label format."
Former lawmaker Min Kyung-wook provided an explanation regarding this matter at the recount site, but both Supreme Court Justice Dae-yeop Cheon and Judge Jae-yeon Cho accepted the NEC's unilateral explanation without question.
It was revealed that the Epson TM-C3400 printer used during early voting was programmed not to print any text within a 2mm margin on either side.
