A current election official is making a whistleblower confession on the Lee Young-don TV broadcast aired on the 16th. [Lee Young-don TV GIF] 

The first-ever whistleblower confession has emerged from a current National Election Commission (NEC) official, claiming that Wi-Fi was used to conduct nationwide early voting during the June 3rd local elections.


In an interview broadcast by Lee Young-don TV on the 16th, NEC employee Kim Seung-soo (alias, 42) stated, "Early voting is absolutely impossible without using communication equipment; it's an emergency situation," delivering this shocking testimony.


This internal whistleblowing directly contradicts the NEC's official stance, which has maintained that the election network is completely separated from external internet networks, thus preventing external hacking.


Kim revealed, "I heard from the person in charge that we had no choice but to conduct elections via Wi-Fi, not only in my district but nationwide," adding, "There are records in my group chat of conducting early voting via Wi-Fi."


Possibility of Hacking "Exists"... "Person in Charge Could Not Identify Out-of-District Early Voters" 


He also acknowledged the possibility of external hacking.


When specifically asked by PD Lee Young-don, Kim replied, "That's what we're looking at," and continued, "The National Intelligence Service already confirmed through security checks that hacking is too easy," adding, "I was able to confirm this as an on-site staff member."


He also testified about structural flaws and the potential for manipulation in the early voting system.


Kim revealed, "Out-of-district early voters only appear as numbers on the terminal," and stated, "For example, when a Jeju resident votes early outside of Jeju, even the person in charge cannot identify them."


This means that even if they could be identified, they would only appear as numbers on the screen, making it virtually impossible for anyone to know precisely who is voting where and how nationwide.


He also mentioned that under such a system, employees are solely focused on reconciling numbers.


He recalled with astonishment, "If 5,000 people voted early out-of-district in a certain area, 5,000 ballots should arrive, but only 4,990 arrived. Even then, the supervisor told us to just close it as is." He continued, "It should have been recorded as 10 short, but I confirmed that the vote counting system showed no errors and the numbers matched perfectly."


The fact that NEC officials do not count the number of early voters was also revealed for the first time.


Kim said, "I used to wonder how the number of attendees was checked on the early voting roster."


He added, "There is no one counting how many people came and went on site," and "We cannot do our jobs without believing that the numbers provided by the machines, the numbers displayed on the system, represent the actual number of ballots issued."


It is also shocking that no one knows where or how the data displayed on the computer system originates.


He confessed for the first time, "I don't think the number is entered by the early voting manager," and "If they had entered it, they would have entered the numbers shown on the registration terminal." This suggests that the discrepancy does not originate from the early voting station.


When PD Lee asked if the problem was that they didn't know where the numbers on the registration terminal came from, Kim repeatedly confirmed, "Yes, that's how we see it."


This means that even when the NEC denies any inflation of early votes, a current NEC official admits that there was no self-counted data on-site.


Kim also expressed doubts about the early voting results but stated that he himself did not know the exact cause.


NEC, Which Claimed "No Inflation," Didn't Even Count Numbers... "Don't Know Where Terminal Numbers Came From" 


When PD Lee asked why he believed early voting consistently favored one side, he replied, "I'm baffled by that too," and stated, "When you look at early votes alone, the Democratic Party is always dominant, and when you look at the regular ballots, the People Power Party is dominant. I thought there was a significant problem."


He continued, "What's more, this time the number of early voters was the same in several constituencies. That's illogical." He added, "I wonder if it's possible to input them identically through the system, but I'm frustrated because I don't know exactly how it's done."


He further expressed his opinion, "I believe it's possible to confirm later, through barcodes, who voted and who they voted for in early voting." He concluded, "The most fair election can be achieved if early voting is abolished."


Kim's testimony regarding the possibility of inserting physical ballots in his interview with Lee Young-don TV that day also offered various insights.


He stated that while he did not witness the insertion of ballots that had been personally marked, he was shocked by the employees' lack of guilt.


Kim recounted, "I saw a bundle of 'regular ballots without serial numbers' being taken out of a cabinet that employees rarely use," and "I was very surprised that they were in the office."


He also added, "During the practice phase, the early voting manager's stamp and a 'practice' stamp should be printed, but it was possible to print them even without the 'practice stamp' marking."


He then testified that the political bias of NEC employees he experienced was evident. He stated, "I often heard them say things like, 'President Lee Jae-myung is doing such a good job. The Democratic Party is doing such a good job. Those people are far-right, that's why they're like this,' to disparage them."


According to Kim's testimony, the identity verification process at the polling stations was extremely lax.


He said, "Even if an expired ID or a membership card issued by a private organization was presented, as long as the name was written clearly, a ballot was issued," adding that this was presented in lieu of a resident registration card or passport.


This implies that a sophisticated verification system to prevent proxy voting or duplicate voting using forged identification is effectively not functioning.


Data "Post-Edited" Upon Parliamentary Request... "Input to Match Numbers Given by Superiors to Close" 


Under the Public Official Election Act, it is prohibited to arbitrarily alter the computer-recorded voting results after the vote count is completed and the competent NEC has made the final announcement.


However, Kim revealed that the nationwide vote counting system was reopened under the direction of the NEC on June 10th, a week after the election, in response to requests for data submission from the National Assembly.


This means that the computer network was reopened afterwards to forcibly align the numbers in the computer system with the numbers in the actual voting records, which were inconsistent.


He specifically revealed the absurd reality, stating, "During the process of entering the number of voters into the computer by the hour, we had inputted a large number of voters at 5 p.m. (before closing), but when 6 p.m. arrived, we couldn't fill the numbers." He continued, "So, we reduced the numbers in other constituencies and adjusted the numbers for the constituency that had a higher input."


Kim also mentioned the specific method of error correction.


He recalled, "I heard a colleague on the phone with an official from the provincial NEC, who is their superior, and they just entered the numbers given by that person to close the count." He added, "It was something I couldn't understand at all."


Kim commented, "I believe that if the shortage of ballots had not occurred this time, there wouldn't be as many demands for election fraud and re-elections as there are now." He concluded, "It's like crying but getting hit; I think it has ingrained in the younger generation that the NEC's decisive election fraud is certain."


With specific testimony secured from an insider within the NEC, public pressure demanding a rigorous investigation into the entire national election system and accountability is expected to intensify.


PD Lee delivered the closing remarks, stating, "Mr. Kim Seung-soo says that early voting, especially out-of-district early voting of nearly 4 million votes, is truly a blind election." He added, "The number of out-of-district early voters can only depend on the numbers uploaded to the system by superiors, and he says this is the root cause of election fraud."

    민주당은 절대절대 사전투표제는 폐지하지 않으려 할것이다.
    왜? 사전투표제가 존재 해야만이 자신들이 권력을 쥘 수 있으니까.
    사전투표제를 폐지한다면 조작할 건더기가 없을뿐더러 그래서 당일투표, 수개표만 한다면 절대 민주당이 정권잡을 일 이 없을테니까.

    이제 선관위는 그 수명을 다했다고 본다. 아니 이미 다한 수명을 불법으로 질질 끌어가고 있는 것이다.
    우리나라에서 수능을 위한 기관이 별도로 있지 않아도 매년 수능 찰 치르고 있다. 선관위 없어도 몇 년에 한 번 씩 치르는 선거 문제없다. 지금의 선관위는 부정선거의 온상이 되었다. 선관위 해체하고 행안부의 일부 부서에서 담당해도 될 것이다. 수능처럼 운영하면 아무 문제 없을 것이다. 그러면 지금 전국에 걸쳐 동 단위까지 있는 선관위의 공무원들이 필요 없을 것이고, 건물도 필요 없을 것이니 국가 예산은 엄창나게 절약될 것이다. 그것보다 부정선거의 근거지가 없어지니 그것보다 큰 이득은 없을 것이다. 또한 당일투표 수개표를 진행하면 부정선거가 원천적으로 차단될 것이다.

    선거관리위원회를 헌법상 독립기관으로 한 것은 1960년 3•15 부정선거 이후에 권력자가 국민의 선거권을 침해하여 국민주권을 무너뜨리는 일이 재발하지 않게 하기 위해서지 선관위를 무소불위의 권력기관으로 만들어 선관위 자체가 국민의 선거권을 침해하는 부정선거의 온상이 돼도 책임을 묻지않고 수사•징벌하지 못하도록 하여 국민이 주권을 뺏기더라도 수수방관하라는 취지가 아니다. 즉 국민의 선거권을 지키라고 독립기관으로 한 것이지 선관위가 국민의 선거권을 침해해도 수사•징벌하지 못하도록 독립기관으로 한 것이 아닌데도 중국 공산당과 국내 불순세력이 결탁하여 선관위를 장악하고 자유선거를 무너뜨려 국가체제를 전복하고 공산전체주의 국가로 만들고서도 오로지 헌법상 독립기관임을 이유로 검찰수사도 국회감사•조사도 받지않겠다며 국민을 우롱하고 있다. 헌법상 독립은 권력의 외압으로부터 독립이지 국민으로부터 독립이 아님에도 선관위를 장악하고 부정선거를 저지른 자들이 선관위가 국민에 의한 감시와 징벌을 받지않는 것이 헌법상 독립인 것처럼 호도하고 있다. 부정선거를 저지른 선관위 공무원을 조사•색출하고 처벌하여 부정선거의 재발을 방지하는 일은 선관위의 독립기관성을 훼손하는 것이 아니라 국민의 선거권을 지키고 선관위를 헌법상 독립기관으로 유지하기 위해서 필요한 일이다.

    지금까지 부정선거 증거가 없어서 저들 선관위 단죄를 못했는가? 윤대통이
    국가비상계엄까지 발동했는데도 실패한것은 국가공권력이 범죄자들과
    한통속이 돼 있기 때문이다,그러니까 새로운 증거도 중요하지만 공권력이
    수사하지 않고는 못배기게 국민적인 최고의 압박을 가하는것이 매우 중요하다,
    그럴려면 반드시  재선거와 특검이 진행돼야 할것이다,
