A report released in the United States, which could be interpreted as containing information about an "its own ballot counting result transmission terminal" at the Suwon Election Training Institute, where military forces were deployed during the emergency martial law of December 3, is poised to cause significant repercussions if true. 

While this in itself cannot be definitively labeled as "manipulation of election results through computer systems" or "election fraud," it contradicts the National Election Commission's (NEC) long-standing assertion that the Suwon Election Training Institute does not possess any computer systems. This necessitates a clear explanation from the NEC and the Association of World Election Bodies (A-WEB). 

An extraordinary level of interest is being drawn to a report that the American channel SCIF (@TheSCIF), specializing in tracking election fraud and frequently cited by U.S. President Donald Trump on his personal social media accounts, has released, focusing on the role of the A-WEB Suwon agency. 

According to a comprehensive investigation by <한미일보>, the 279-page PDF released by SCIF on its 'X' (formerly Twitter) account on the 24th (local time) mentions the South Korean city of "Suwon" a total of 11 times. 

Among these, on page 172 (page number 26 in the document), which details support for the 2017-2018 Ecuadorian general and presidential elections, the phrase "this project to enable the Suwon agency to smoothly utilize and manage its own ballot counting result transmission terminal" is particularly noteworthy.

The report further explains, "Dispatch of Korean experts and technical support play a key role in this project to - (continues from the previous sentence)." The mention of dispatching Korean technicians suggests that the project execution site is located abroad. This could be interpreted to mean that the Suwon agency is involved in the transmission of election results for projects carried out overseas. 

Furthermore, it emphasizes the role of the Suwon agency by stating, "When carrying out similar projects in the future, project management is required based on thorough analysis and understanding of the organization, environment, and management system of the Suwon agency." 

Additionally, on page 274 (page number 34) of the report, the phrase "the data center infrastructure of Suwon Institution" appears. This contradicts the election authorities' previous statement that there are no computer systems. 

Synthesizing the details in these reports, there is ample room for interpretation that there exists a technical structure where overseas election results are transmitted and managed by a certain computer system located in Suwon, South Korea, raising reasonable doubts. This is because strict technical verification is inevitable to ensure that the sovereignty and integrity of Korean elections are not compromised if identical or similar structures are applied to them. However, the reality is that, far from verification, it has been unclear whether a ballot counting result transmission terminal even existed in Suwon. 

According to the claims of the NEC and A-WEB so far, these organizations have been exporting Korean-style electronic voting systems abroad to help establish democratic elections in developing countries. Therefore, it would be logical for foreign election authorities that have imported the Korean system to independently tally and announce election results. However, the SCIF report suggests an unconventional structure where overseas election results are transmitted to Suwon, raising questions. 

If such a structure is revealed to be true, official verification demands regarding whether the possibility of external contamination during unnecessary transmission processes is being inherently blocked are expected to gain momentum.

Given that descriptions related to the transmission and management of election results are mainly attached to the Suwon Agency, and descriptions related to education and training are attached to the Suwon Institution, it is presumed that the report's author intended to distinguish their roles. 

It has been provisionally understood through <한미일보>'s investigation that the details regarding the A-WEB Suwon agency's ballot counting result transmission terminal were analyzed by the U.S. SCIF itself. 

In the process of investigating the circumstances of the report's creation, this publication contacted four domestic and international election fraud tracking experts who requested anonymity. Some are known to have connections with SCIF. These experts unanimously stated that this was the first they had heard of a "ballot counting result transmission terminal at the A-WEB Suwon agency." 

Expert A remarked, "I believe SCIF independently determined the existence of the Suwon agency," while Expert B suggested, "If they package it as having no impact on the result processing in that country, but then assume some sort of work is being done in Suwon, one could speculate that the fact that South Korea's internet network is the best in the world and offers a favorable environment for such work was taken into consideration." Expert C declined to comment. 

Expert D stated, "It might not be an issue if the education system is in Suwon and teaches foreign election officials, but if election results from Africa, Southeast Asia, or Central Asia are being transferred to this location (Suwon), there could be significant problems." He added, "If it is true that overseas election results are being transmitted to Suwon, there is an urgent need for transparent verification procedures at the international level to determine whether the system has institutional safeguards to prevent contamination during transmission and whether it can fundamentally exclude external interference." 

Previously, this publication reported in January of last year, based on on-site investigations, that there was a second residential building operating in a closed-off manner under the name "Foreign Co-living Facility" at the Election Training Institute in Suwon, Gyeonggi Province. At the time, the NEC had been reticent about the building's purpose. Based on the property register, the building is registered as belonging to the NEC. Furthermore, a signboard indicating "A-WEB Seoul Center" was once displayed on the Suwon Election Training Institute building. 

During the emergency martial law of December 3, the martial law forces stormed the parking lot of the Agricultural Museum, which is close to the second residential building, and related closed-circuit television (CCTV) footage was subsequently released in the National Assembly. 

Lawyer Lee Ha-sang, who represented former Minister of National Defense Kim Yong-hyun, stated in a broadcast interview with VON CEO Kim Mi-young in February of last year that "(Minister Kim) said they sent (military forces) to check because there were some computer systems at the Election Training Institute (in Suwon)." He revealed this fact that he learned while representing Minister Kim. This aligns with the context of the report from the U.S. SCIF, which President Trump frequently cites.

Meanwhile, A-WEB is an international organization established in 2013 with the initiative of South Korea's NEC, and it has been continuously subject to allegations of being a subcontracting organization for China's Communist Party's (CCP) Belt and Road Initiative. Recently, Kash Patel, former Director of the U.S. Federal Bureau of Investigation (FBI), identified A-WEB as being involved in an international election fraud cartel, yet A-WEB has not provided a clear explanation, leading to criticisms that it is fueling the controversy itself. 

The SCIF account further exposed on the 25th (local time), "The shadow players of the global election fraud cartel are tied to Korea’s National Election Commission (NEC) and its founded Associated of World Election Bodies (A-WEB), funding and executing election fraud operations through exported electronic voting systems globally." 

Amidst this, the U.S. FBI has, based on the country of origin, linked South Korea's Miru Systems and the U.S. Dominion-Venezuela Smartmatic, describing them as a "blueprint for transplanting communism to countries worldwide" in an unprecedentedly strong tone, and is aggressively targeting the international election fraud cartel. 

In response to these allegations, the NEC stated to this publication, "We will investigate." An official from the NEC's Public Relations Division responded to <한미일보>'s request for fact-checking on the 26th regarding the U.S. SCIF report stating that the Suwon A-WEB has a ballot counting result transmission terminal, by saying, "We will look into the matter." 

Earlier, this publication attempted to contact the Suwon Election Training Institute for verification, but an institute official stated, "To my knowledge, A-WEB does not exist in Suwon," and added, "Detailed media responses are centralized through the NEC's Public Relations Division." 

This publication also attempted to contact the Incheon A-WEB and received a similar response. When asked by <한미일보> on the 26th about the U.S. SCIF report alleging that the Suwon A-WEB has a ballot counting result transmission terminal, an A-WEB Public Relations official stated, "For now, we do not have an organization in Suwon at this current time." When asked when it last existed if it doesn't currently, the official responded, "Regarding this matter...," without providing a specific answer. 

When asked, "It is generally considered logical for the country that imported the system to tally and announce the results, so if it is true that it is transmitted to Suwon, isn't that unusual?" the official replied, "First, we need to investigate the SCIF report you mentioned." 

When asked if they had seen the numerous SCIF news reports regarding A-WEB, the official repeated, "We need to investigate," and when asked again if they had encountered SCIF, they replied, "No." When repeatedly asked if they had seen reports from American media outlets like Fox News or Newsmax, the official stated, "I haven't been in this (public relations) role for long." 

The A-WEB public relations official then added, "We have received the outcome of the lawsuit related to the Sky Daily report, and I can inform you about it," to which the reporter replied, "I am not interested in the first-instance ruling, let alone a final Supreme Court judgment, nor in that newspaper itself." 

This publication informed the official that it would proceed with the report based on its timeliness and would reflect A-WEB's position if they chose to provide one later.
