The Liberty Korea Homeland Group, a civic organization represented by Oh Sang-jong, announced on the 14th that it has filed a complaint with the Seoul Metropolitan Police Agency against officials from the Central Election Commission's Public Relations Division and those involved in election invalidation lawsuits, on charges of forging and using official documents and litigation fraud. 

The Liberty Korea Homeland Group stated that this complaint is to hold the Election Commission accountable for systematically spreading false information and deceiving the court, despite the fact that it has been revealed through parliamentary inspections and National Intelligence Service security checks that network segregation was not implemented during early voting periods, contrary to the Election Commission's long-held assertion that "the election network is a closed system completely separate from the internet and inaccessible from the outside." 

① Continued Distribution of Forged Official Documents Despite Secretary-General Heo Chul-hoon's Admission of 'Inadequate Network Segregation'

According to the complaint, "During a parliamentary inspection on October 15, 2025, Election Commission Secretary-General Heo Chul-hoon personally admitted that 'network segregation is not implemented the day before early voting, on the day of the mock election, and during the early voting period.' However, the Election Commission's Public Relations Division, even after this statement, continuously created and distributed false information through △Press Release Explanations dated November 19, 2025 △Official Explanatory Materials (This is the truth) △Card News, stating that 'the election-dedicated communication network is a physically separated closed system, making external access technically impossible.' This constitutes clear forgery and use of official documents," it stated. 

② Deception of the Judiciary in Supreme Court Election Invalidation Lawsuits (Litigation Fraud)

Furthermore, it was argued that "Election Commission litigation representatives have repeatedly made false claims in their preparatory briefs in numerous election invalidation lawsuits, such as Supreme Court Case 2020Su30, asserting that 'the work network and the internet are strictly separated and security is thoroughly managed.' This is considered litigation fraud under the Criminal Act, as it was an attempt to gain litigation advantage by deceiving the court to dismiss the claim for election invalidation." 

③ Deception of the Public During National Crises, Such as Immediately After Martial Law Declaration

It was further pointed out that "Especially when suspicions about server security arose immediately after the declaration of martial law, the Election Commission, through 'fact-check' materials, falsely stated that 'the servers are securely protected within a closed network disconnected from the internet.' This is a grave crime where a national institution, instead of resolving public distrust, has taken the lead in concealing the reality and deceiving the public." 

Representative Oh Sang-jong emphasized, "It is an unforgivable crime for an institution that manages elections, the foundation of democracy, to lie to the public and even deceive the court with false information. Thorough investigation and severe punishment must be carried out against the public relations team and litigation representatives who distorted and attempted to conceal the inadequate network segregation, despite the Secretary-General's direct admission." 

The Liberty Korea Homeland Group plans to further strengthen its efforts to uncover the truth regarding the Election Commission's transparency and security status, starting with this complaint.
