General Kim Chang-ryong (1920-1956), who served as the head of the Army Counterintelligence Corps (the predecessor of the current Defense Counterintelligence Command) in the early days of the Republic of Korea and enjoyed President Syngman Rhee's deep trust.
While achieving remarkable counterintelligence results, earning him the nickname "Ghost who Catches Communists," his evaluation is sharply divided due to controversies surrounding human rights violations and political manipulation during his tenure.
Leading the Purge of Leftist Forces within the Military
After liberation, General Kim Chang-ryong led the purge of leftist sympathizers who had infiltrated the military, establishing the identity of the early ROK Army. In 1949 alone, he purged 1,500 leftist soldiers.
Furthermore, utilizing investigation techniques honed during his service as an auxiliary military police officer in the Kwantung Army during the Japanese colonial era, he distinguished himself in counterespionage by uncovering the espionage activities of Soviet officers during the US-Soviet Joint Commission period and apprehending spies and collaborators.
Consequently, he served as President Syngman Rhee's "right-hand man," playing a frontline role in monitoring and neutralizing forces that threatened the regime's security.
However, he was listed in the "Dictionary of Pro-Japanese Collaborators" by the Institute for the Study of National Issues due to suspicions of uncovering over 50 anti-Japanese organizations during the Japanese colonial period. He also faced human rights violation controversies during his investigations, such as the Ko Hee-du torture death case in 1949.
Notably, his appropriation of the Counterintelligence Corps to investigate the misconduct of generals within the army and report directly to the president caused backlash within the military, leading to his assassination in March 1956 at the age of 36 by his subordinate, Colonel Heo Tae-young.
His remains were buried at the National Daejeon Cemetery, but in June of last year, leftist civic groups held a grave-exhumation performance demanding his reburial.
Academic Conference on the 70th Anniversary of General Kim Chang-ryong's Death on the 27th
To commemorate the 70th anniversary of General Kim Chang-ryong's death, an academic conference titled "Revisiting Kim Chang-ryong" hosted by the Syngman Rhee Institute will be held on the 27th from 2:00 PM to 5:30 PM in the International Conference Room of the Bank of Korea International Conference Hall in Euljiro, Seoul.
This event, organized to mourn the 70th anniversary of General Kim Chang-ryong's passing, will feature congratulatory remarks by Chairman Heo Hwa-pyeong of the Future Korea Foundation and a keynote lecture by Professor Lee Young-hoon of the Syngman Rhee Institute in the first part, followed by an academic discussion session in the second part.
The discussion session will be moderated by former Yonsei University Professor Ryu Seok-chun, with presentations by Research Fellow Jung Ahn-ki of the Nakseongdae Economic Research Institute and Instructor Ju Ik-jong of the Syngman Rhee Institute, and participation in the discussion by Professor Jung Ju-jin of Yonsei University, former Past Affairs Committee Chairman Kim Kwang-dong, and President Yoo Kwang-ho of the Korean Association for Liberal Democracy.
This academic conference is an opportunity to look back on the life of General Kim Chang-ryong, who led the purge and counterintelligence activities in the early days of nation-building, and to re-evaluate his historical achievements and shortcomings from a modern perspective.
