The Hill reported on Monday (the 20th) that while Senate conservatives and President Donald Trump are open to linking the "SAVE America Act" to government funding legislation, they are facing strong pushback from Republican colleagues concerned that such a move could lead to a government shutdown before the September 30th budget deadline.

According to The Hill, several Senate Republicans aligned with President Trump have expressed their intention to include the "SAVE America Act" in a continuing resolution (CR), arguing that the legislation is too critical to overlook.

However, Senator Ron Johnson (R-Wis.), who is set to lead the Senate Budget Committee, stated that he would support the proposal if it could successfully pass.

In an interview with The Hill, he remarked, "If we can pass it one way or another, I'm for it," adding, "We’ll see what the mechanics are."

Senator Johnson acknowledged that Democrats are likely to oppose the legislative package but stated he is willing to consider any legislative path that could advance President Trump’s top electoral priority.

President Trump further intensified the debate during a national address on Thursday night, urging Americans to pressure Congress to pass the "SAVE America Act" and arguing that stronger election safeguards are urgently needed.

The bill would mandate proof of U.S. citizenship for federal voter registration and strengthen voter ID requirements.

Republican strategist Brian Darling told The Hill that attaching the bill to government funding would put Democrats in a difficult political position, forcing them to choose between supporting election integrity reforms or risking a government shutdown.

Not all Republicans are in agreement with this approach.

Senator Thom Tillis (R-N.C.), a critic of former President Trump, warned that the proposal could backfire, noting that there is insufficient time to implement such reforms before the November election.

Conversely, Senator Jerry Moran (R-Kan.) urged Congress to pass a "clean" temporary funding bill to keep the government operating while lawmakers finalize budget deliberations.

Senate Minority Leader Chuck Schumer (D-N.Y.) has already warned that Democrats will oppose any funding bill that includes the "SAVE America Act."

Meanwhile, the legislative strategy could shift as Senator Johnson’s influence grows.

According to Politico, following the passing of Senator Lindsey Graham of South Carolina, Senator Johnson is set to take over as chairman of the Senate Budget Committee. This role is expected to place him at the center of efforts to push for another budget reconciliation package that could include portions of the "SAVE America Act."

Senator Johnson indicated that his immediate goal is to continue pushing for fiscal restraint while uniting Republican lawmakers behind a viable plan.

Republicans have also explored using the budget reconciliation process to advance election security provisions, though Senate rules place limits on what can be included in such measures.

Proponents argue that the "SAVE America Act" enjoys broad public support.

Citing a Harvard CAPS/Harris poll, The Hill reported that 71% of Americans support the bill, with 81% favoring requirements for voter identification.

Surveys from the Pew Research Center and Gallup indicate that 83% of U.S. adults strongly support the presentation of government-issued photo identification when voting. Notably, 71% of Democratic supporters also approve of this requirement.

With only weeks left before Congress must take action to avert a government shutdown, Republican leadership faces a difficult balancing act: pushing President Trump's election integrity agenda while avoiding the political fallout of another budget impasse.

Meanwhile, President Trump has shown no intention of waiting until the end of September. In a post on Truth Social on Monday (the 20th), he praised the House for deciding to include the SAVE America Act in the budget bill and urged all House Republicans to vote in favor of the budget resolution this week.

He stated, "I want to thank Speaker Mike Johnson, House Budget Committee Chairman Jodey Arrington, and the members of the House Budget Committee, including Lloyd Smucker, Ron Estes, Andrew Clyde, Josh Brecheen, Erin Houchin, Mike Carey, Blake Moore, Jay Obernolte, and Tom McClintock. Through your efforts, we have been able to include as much of the 'SAVE America Act' as possible, as well as secure support for our great farmers and funding for our military."

He further emphasized, "I want voter photo ID (ID!), proof of citizenship, and no more fraudulent mail-in ballots (except for those with valid reasons like illness, disability, military service, or travel). I am asking every House Republican to vote in favor of the budget resolution this week. This is an important first step toward passing the budget. House Republicans must stand united and fight for the 'SAVE America Act'!"
